폭력적 극단주의 예방을 위한 교육프로그램 운영 방안에 관한 연구

국문 초록

연일 지구촌에서는 극단주의자에 의한 폭력적 사건들이 끊이지 않고 발생하고 있다. 미국뿐만 아니라 유럽에서도 극우 테러리즘 또는 폭력적 극우 극단주의에 대한 우려가 매우 커지고 있으며 이들 국가는 심상치 않게 확대되어가는 극우 극단주의 또는 극우 테러리즘 확산에 긴장하고 있다. 최근 프랑스에서는 이민 2세에 대한 경찰의 과잉 진압을 이유로 폭력적 시위가 발생하였고 네덜란드에서는 난민과 이주민 수용 문제를 두고 연립정부가 붕괴하기도 하였다. 최근 유럽에서 확산하고 있는 폭력적 극우 극단주의 확산은 2015년 이후 급증한 유럽의 난민 유입과 관련이 깊은 것으로 나타나고 있다. 이런 상황에서 폭력적 극단주의 확산을 예방하기 위해서는 기존의 국가 중심의 대응이 아닌 전 사회적 문제로 인식하고 정부, 기업, 학교, 시민단체가 통합된 협력거버넌스로 해법을 찾아야 한다는 주장이 설득력을 얻고 있다. 우리나라도 경제성장과 국가 발전의 그늘에서 고통을호소하고 있는 취약계층이 많다. 이들은 사회로부터 차별과 소외당하면서 국가에 대한 불만을 품고 있고 학교에 부적응한 청소년들은 온라인상 커뮤니티의 영향을 직접적으로 받고 있다. 따라서 본 연구는 폭력적 극단주의 개념을 소개하고 폭력적 극단주의로의 요인들과 경로를 살펴본 다음 예방을 위한 방안을 제시하고자 한다. 우선 우리나라에서 폭력적 극단주의로 경도될 가능성이 큰 취약계층과 이들을 통제하고 관리하는 위치에 있는 핵심 관계자들을 선정하였다. 이들을 대상으로 한 폭력적 극단주의 예방 교육프로그램 운영을 위해서는 지역사회가 가진 특성을 이해하고 다양한 이해관계자들의 적극적인 참여가 중요하며 취약계층별 차별화된 맞춤형 교육이 필요하다. 또한 주기적인 평가 및 점검과 예산 및 인력 확보 등이 중요한 고려사항이 된다. 본 연구는 취약계층과 핵심 관계자를 대상으로 한 맞춤형 교육프로그램을 제시하고 있다. 예방 교육프로그램에는 선정된 취약계층과 핵심 관계자들에 대한 교육내용과 강사 선정 기준을 제시하였다. 또한 이러한 프로그램이 지속해 운영하기 위해서는 그 효과를 평가하고 개선할 피드백시스템이 구축되어야 함을 제시하였다. 본 연구에서는 몇 가지 한계가 있음에도 불구하고 현재까지 발간된 관련 분야 논문 중에서 가장 구체적인 실행방안을 제시했다는 점에서 의미가 있으며, 추가적인 후속 연구를 통해서 폭력적 극단주의 예방과 지역사회 안전에 이바지할 수 있을 것이다.

영문 초록

Day after day, violent incidents by extremists continue to occur in the global village. Concerns about far-right terrorism or violent far-right extremism are rising in Europe as well as the United States, and these countries are nervous about the spread of far-right extremism or far-right terrorism that is unusually expanding. Recently, violent protests occurred in France because of the police's excessive suppression of second-generation immigrants, and in the Netherlands, a coalition government collapsed over the demand for refugees and migrants. The recent spread of violent far-right extremism in Europe appears to be closely related to the rapid influx of refugees into Europe since 2015. In this situation, in order to prevent the spread of violent extremism, it is persuasive to recognize that it is a social problem rather than the existing state-centered response, and to find a solution through integrated cooperative governance of the government, businesses, schools, and civic groups. In Korea, too, there are many vulnerable groups who are complaining of suffering in the shadow of economic growth and national development. While being discriminated against and alienated from society, they have dissatisfaction with the country, and teenagers who are not adapted to school are directly affected by the online community. Therefore, in this study, the concept of violent extremism is introduced, the factors and paths leading to violent extremism are examined, and measures for prevention are presented. First, we selected the vulnerable class who are most likely to be inclined to violent extremism in Korea and key stakeholders who are in a position to control and manage them. In order to operate a violent extremism prevention education program targeting them, it is important to understand the characteristics of the local community and active participation of various stakeholders, and differentiated and customized education for each vulnerable group is necessary. In addition, periodic evaluation and monitoring, budget and manpower security are important considerations. This study presents a customized education program targeting the vulnerable and key stakeholders. In the prevention education program, the contents of education for the selected vulnerable class and key stakeholders and the criteria for selecting instructors were presented. In addition, in order to continuously operate these programs, it was suggested that a feedback system to evaluate and improve their effectiveness should be established. Despite some limitations, this study is meaningful in that it has presented the most specific implementation plan among the papers in related fields published so far, and additional follow-up research will contribute to the prevention of violent extremism and the safety of the community.
