국문 초록

그동안 비효율적 재정 운용의 원인과 결과를 분석한 논문은 주로 예산과정의 정치성과 재정건전성에 주목하여 이루어졌고, 비효율적 재정 운용을 대표하는 예산집행의 비효율성과 도덕적 해이의 연관성에 대해서는 도외시한 경향이 있다. 이에 이 연구는 2017년부터 2021년까지 전국 지방자치단체의 결산 자료를 수집하여 지방자치단체 수준에서 불용액과 지방보조금을 중심으로 비효율적 재정 운용과 도덕적 해이의 관계를 고찰하는 것을 목적으로 한다. 지방자치단체 수준에서의 불용액 증가는, 지방정부의 권한과 재정 규모가 확대되었음에도 이에 비례하여 재정이 효율적이고 책임감 있게 집행되지 않는 문제로 귀결된다고 할 수 있다. 지방보조금은 민간의 역량을 활용해 사업성과를 제고하는 긍정적인 측면이 있지만, 불합리한 예산편성, 경비팽창 등으로 비생산적인 세출구조를 유발하여 지방자치단체 청렴도에 부정적인 영향을 준다. 불용액 과다, 지방보조금 증가 등 예산 낭비는 수년간 부패, 도덕적 해이의 원인으로 지목되어 왔기 때문에 효율적인 재원 배분을 위해서는 예산편성과 예산심의 단계에서의 엄중성, 예산집행 단계에서의 재정지출구조 개선, 예산결산 단계에서의 객관성을 확보할 필요가 있다.

영문 초록

Previous studies analyzing the causes and consequences of inefficient fiscal management have mainly focused on the politics of the budget process and fiscal prudence, often overlooking the relationship between inefficiency in budget execution and moral hazard, which represents inefficient fiscal management. This study aims to examine the relationship between inefficient fiscal management and moral hazard at the local government level, focusing on unused budget and local subsidies. It does so by collecting financial statements from local governments across the country spanning from 2017 to 2021. The increase in unused budget at the local government level can be attributed to the expansion of local governments' authority and fiscal size, which has not been met with corresponding efficient and responsible expenditure. Local subsidies have the positive aspect of leveraging private sector capabilities to improve business performance, but they also have a negative impact on local government integrity by leading to unproductive appropriation structures, such as unreasonable budgeting and the expansion of expenses. Budget wastage, including excessive unused budget and increased local subsidies, has been cited as a cause of corruption and moral hazard for many years. Therefore, for efficient resource allocation, it is essential to ensure rigor in budget formulation and budget deliberation, improve the financial expenditure structure during the budget execution stage, and maintain objectivity in the budget settlement stage.
