국문 초록

현재 기초연금 지급에 소요되는 재원은 국가와 지방자치단체가 각각 분담하고 있다. 국가는 지방자치단체의 노인인구비율과 재정 상태를 고려하여 40% 이상 90% 이하의 소요재원을 부담하고 있다. 최근 인구 고령화에 따라 지방자치단체의 재정 부담이 가중됨에 따라 재정여건이 열악한 지방자치단체에서는 제공하는 복지서비스의 질이 전반적으로 하락할 수 있다는 우려가 제기되고 있다. 이에 따라 기초연금 지급에 소요되는 국가 부담 비중을 현행보다 상향 조정할 필요가 있다. 그 비율은 80% 이상 전액으로 상향 조정할 필요가 있다. 이는 국가의 기초연금 지급에 대한 책임을 강화하고 재정여건이 열악한 지방자치단체의 재정 부담을 경감하는 것이다. 본 연구에서는 기존 기초연금의 재원 조달 방식에 대한 새로운 방안을 제시하고, 국가의 재원 부담 비중을 현행보다 강화할 것을 주장하였으며, 이를 통해 재정여건이 열악한 지방자치단체의 부담을 감소시킬 수 있는 방안을 살펴보고자 하였다. 기초연금 지급에 소요되는 국가부담 비율을 상향 조정하는 것은 기초연금 지급에 대한 지방재정의 부담을 완화시키고 지방재정의 건전성을 도모할 수 있다는 점에서 긍정적인 효과가 있을 것으로 예상된다. 기초연금 재원 부담의 조정은 기초연금의 재원에 대한 새로운 시각을 제시하였다는 측면에서 긍정적이며, 지방지차단체의 부담을 줄여줄 수 있을 뿐만 아니라 기초연금의 재원 확충을 통해 보다 튼실한 기초연금제도가 될 수 있는 합리적인 방안을 살펴보았다는 점에서 의의가 있다.

영문 초록

Currently, the state and local governments share the financial resources required for basic pension payments. The state bears 40% to 90% of the resources necessary in consideration of the ratio of the elderly population and the financial status of local governments. Concerns have been raised that the quality of welfare services provided by local governments with poor economic conditions could decline overall as the financial burden of local governments increases due to the recent aging population. Accordingly, it is necessary to increase the proportion of the state burden required for basic pension payments from the current one. The ratio needs to be raised to a full amount of more than 80%. This refers to strengthening the responsibility for the state's basic pension payment and reducing local governments' financial burden with poor economic conditions. This study proposed new ways to finance the existing basic pension, insisted on strengthening the state's financial burden proportion compared to the current one, and examined ways to reduce the burden on local governments with poor economic conditions. Raising the state burden ratio for basic pension payments is expected to have a positive effect. It can ease the burden on local finances for basic pension payments and promote the soundness of local finances. The adjustment of the financial burden of the basic pension is positive in that it presents a new perspective on the financial resources of the basic pension and is significant in that it can reduce the burden on local governments as well as look at reasonable ways to become a more robust basic pension system by expanding the financial resources of the basic pension.
