국문 초록

연구목적: 본 연구는 성 인지적 기후변화 정책 수립에 관한 국제동향 분석에 기여한다. 구체적으로, 캐나다와스웨덴의 유엔기후변화협약(UNFCCC) 국가보고서 상의 성 주류화 사례를 분석하였다. 연구의 중요성: UNFCCC 등의 글로벌 기후 거버넌스에서 성 인지적 기후정책 수립의 필요성은 개발도상국에더욱 강조되고 있다. 그러나, 동일한 의무에 대한 글로벌 북반구의 이행 사례 연구는 매우 부족한 실정이다. 이에, 본 연구는 이른바 ‘성평등 국가’인 캐나다와 스웨덴의 UNFCCC 국가보고서 성 주류화 이행 사례를 분석하며, 연구 및 정책 공백 개선방향을 모색하였다. 연구방법론: 최근 약 10년 내 발행된 총 6건의 캐나다와 스웨덴의 UNFCCC 국가보고서 내용 분석(content analysis)을 3단계에 걸쳐 진행하였다. 성평등과 기후변화 분야의 키워드 및 테마 분석을 통해 각 국가의 성주류화 현황과 관점을 파악하였다. 연구결과: 분석 결과, 캐나다와 스웨덴이 여성과 젠더 문제를 비교적 많이 언급하는 국가임은 변함없지만, 성인지적 관점 도입의 범위나 깊이가 매우 제한적임을 확인하였다. 결론 및 시사점: 젠더 선진국인 두 국가의 경우에도, 기후변화 정책에 있어 성 주류화 이행 수준은 매우 제한적인것으로 나타났다. 향후 연구는 선진국과 개도국 간의 구분을 배제하고, 통합적인 성 주류화 현황과 문제점 등을파악할 필요가 있다.

영문 초록

Purpose: This study contributes to our understanding of state practices of integrating a gender perspective into climate policy. Specifically, the gender mainstreaming practices of Canada and Sweden in their National Communications (NCs) to the UNFCCC were examined. Originality: In recent years, the UNFCCC has begun to emphasize the need for gender-responsive climate policy, especially through frameworks such as the Lima Work Programme on Gender and its corresponding Gender Action Plan. However, few studies have examined how countries apply such frameworks into their national climate policies. The small amount of work that has been done has focused almost exclusively on the Global South. However, this study demonstrates, through a case study of two countries considered global ‘gender champions,’ that developed countries are also demonstrating uneven and limited gender mainstreaming practices in their climate policies. Methodology: Canada’s and Sweden’s latest three rounds of NCs were analyzed for their content through a three-step methodology. First, a keyword search served as a baseline analysis of engagement with gender issues. Then, the documents were coded using a typology of 15 thematic codes derived primarily from the UNFCCC Gender Action Plan. Finally, additional in-depth qualitative analyses were conducted for context and implications. Result: The analysis reveals that while Canada and Sweden are relatively active in referencing women and gender issues in their NCs, the overall scope and depth of this engagement remains shallow. Conclusions and Implication: Despite an underlying assumption in the global climate regime that developed countries are leading the way for gender-responsive climate policy, the results of this case study seem to indicate otherwise. Further studies are required to systematically map state practices transcending Global North and South divisions, to better understand the root causes of the problems identified in this case study.
