국제개발협력 목표에 대한 국민인식과 영향요인 분석

국문 초록

연구목적: 국내 정책과 상이한 정책목표와 수단 그리고 정책대상을 가진 국제개발협력에 대해 한국 국민들의 인식을 살펴보고, 오랜 역사를 지닌 전통적공여국인 미국과 비교하여 그 특징을 탐색하였다. 연구의 중요성: 국제관계에서 행위의 주체를 ‘국가’로만 한정할 수는 없으며, 국가-시장-시민사회를 축으로 하는 행위주체들의 다변화에 따라 새로운 접근이 필요하다. 기존 국제관계 이론에서 상대적으로 소홀히 다루었던 국제개발협력에 대한 일반 시민들의 인식 혹은 가치관을 주목할 필요가 있다. 연구방법론: 본 연구는 한국과 미국 국민들의 ODA에 대한 인식을 알아보기위해 각 국가에서 1,500명을 대상으로 설문조사를 실시하여 현실주의, 이상주의, 글로벌 공동체주의 등 3가지 원조목표 중 바람직한 목표가 무엇이라고 생각하는지 물었다. 이를 활용하여 첫째, 양국 국민들의 인식차이를 카이제곱 검정을 통해 분석하였다. 둘째, ODA 목표에 대한 국민인식에 영향을 미치는 요인을알아보기 위해 다항로지스틱스 회귀분석을 실시하였다. 연구결과: 한국 국민들은 글로벌 공동체주의, 미국 국민들은 현실주의적 목표를 지향하는 것으로 차이가 나타났다. 영향요인에 대한 분석결과, 첫째, 보수적성향인 경우 현실주의적 목표를, 진보적 성향인 경우 글로벌 공동체주의를 지향할 확률이 큰 것으로 나타났다. 둘째, 국내정책에 관심이 많은 사람들이 ODA 목표에 대해서는 자국의 경제적, 사회적 이익을 추구해야 한다고 볼 확률이컸다. 셋째, 코로나19로 인한 가구의 경제수준이 나빠지지 않았을 때, 수원국의사회경제 발전을 더 중요한 목표로 생각할 확률이 커졌다. 국민들이 ODA에대한 기본적인 인식을 형성하는데 있어서 자신이 처한 경제적 형편에 의해좌우된다는 것으로 해석할 수 있다. 넷째, 신흥공여국은 ODA 분야에 대한 일반국민들의 인지도나 관심이 낮을 수 있어서 개인수준의 변수가 더 큰 영향을미치고, 전통공여국은 정책과 정치와 관련된 변수가 더 결정적인 영향을 미치는 것으로 해석할 수 있다. 결론 및 시사점: 한국이 글로벌 중추국가로서 국제개발협력의 질적 수준을향상시키면서 동시에 국민에 대한 책임성을 높이기 위해서는 국제개발협력에서도 일반 시민들의 글로벌 공공 문제에 대한 관심 제고와 정책과정 참여 확대가 필요하다.

영문 초록

Purpose: The purpose of this study is to examine the perception of the Korean and American people on international development cooperation, which has different policy goals, means, and policy targets with domestic policies. Originality: In international relations, a new approach is needed according to the diversification of actors such as the state-market-civil society. It is necessary to pay attention to the perception or values of ordinary citizens, which have been relatively neglected in the existing international relations theories. Methodology: This study conducted a survey of 1,500 people in each country to find out the perception of Korean and American people on ODA. It asked which of the three aid goals, realism, idealism, and global communitarianism, was the most desirable goal. First, the difference in perception between the people of the two countries was analyzed through a chi-square test. Second, a multinomial logistic regression analysis was conducted to find out the factors influencing public perception of ODA goals. Result: First, it was found that conservatives are more likely to pursue realistic goals, and progressives are more likely to pursue global communitarianism. Second, people who are more interested in domestic policy are more likely to see that their country's economic and social interests should be pursued for ODA goals. Third, when the household's economic level did not deteriorate due to COVID-19, the probability of considering the socio-economic development of the recipient country as a more important goal increased. Fourth, it can be interpreted that individuallevel variables have a greater impact in emerging donor countries, while policies and politics variables have a more impact on traditional donor countries. Conclusion and Implication: It is necessary to engage people in international development cooperation as important actors to improve the quality of international development cooperation of South Korea, as a global pivotal country.
