우간다 국제농업개발협력사업 지속가능성 영향 요인의 우선순위 분석

국문 초록

연구목적: 본 연구의 목적은 국제농업개발협력사업의 지속가능성 필요성에 대해 파악하고, 어떠한 요인이 사업의 지속가능성 제고에 영향을 미치는지 전 문가 분석 추진을 통해 향후 우리나라 국제농업개발협력사업의 추진에 있어 지속가능성 제고에 대한 시사점을 제공하는데 있다. 연구의 중요성: 본 연구는 공여국과 수원국 전문가를 대상으로 사업의 지속가 능성에 영향을 미치는 요인을 비교 분석했다는 점에서 의의가 있다. 특히, 중점 협력국인 우간다는 농업을 포함한 지역개발이 개발협력 전략의 최우선순위로 설정되어 있는 만큼, 사업의 지속가능성을 확보하고자 하는 측면에서 국제농업 개발협력사업 파트너에게 방향성을 제공하고자 한다. 연구방법론: 선행연구를 통해 국제농업개발협력사업의 지속가능성 영향 요인 에대해도출한후,AHP분석을활용하여우리나라및우간다전문가15명을 대상으로 조사 분석하였다. 연구결과: 상위요인에서 공여국과 수원국 모두 ‘역량강화’, ‘경제/인프라구축’, ‘생산/판매지원’, ‘협력체제구축’ 순으로 우선순위가 동일하게 나타났다. 그러나 하위요인에서 공여국은 ‘생산기술 및 품질관리보다 시장개척이 더 중요하다’ 고 나타났으며, 수원국은 ‘시장개척보다 생산기술 및 품질관리가 더 중요하다’ 고 나타났다. 또한 공여국에서 ‘주인의식’에 대한 우선순위는 6위인 반면 수혜 국에서는 1위로 나타났으며, ‘재원 확보’, ‘수익 배분 체계의 사전 구축’, ‘네트 워크 구축’의 중요도는 수원국보다 공여국에서 상대적으로 높게 나타났다. 결론 및 시사점: 공여국과 수원국 전문가 측면에서 모두 ‘역량강화’에 대한 중요성이 가장 높은 것으로 나타나 사업의 추진주체인 개발협력 및 분야전문가 양성과 사후의 추진주체인 현지인력 양성 모두 추진될 필요성이 있다. 현지인 력은 농업뿐만 아니라 시설관리와 국제협력 부문 모두에서 배양하여 사업의 지속가능성 제고와 함께 우호적인 국제협력 생태계 조성에도 기여하는 것이 바람직하며, 비슷한 맥락에서 수혜자인 농민과 주민들을 조직화하는 방안도 모색되어야 한다. 또한 수원국의 국가개발계획에 맞추어 국제농업개발협력사 업의 추진 시 농업부문의 요인에 대한 공여국과 수원국의 협의가 필요하다. 예를들어, 상업농으로발전할수있도록영세농을지원하는방안모색시판로 개척 이전에 자가소비 수준을 벗어날 수 있도록 지원하는 것이 바람직할 것이 다. ‘주인의식’ 또한 공여국보다 수원국에서 우선순위가 높아 사업의 지속가능 성을 제고하는데 있어 긍정적인 요인으로 받아들여질 수 있겠다.

영문 초록

Purpose: The purpose of this study is to identify the need for sustainability of international agricultural development cooperation projects and to provide implications on which factors affect the enhancement of project sustainability. Originality: This study is meaningful in that it compared and analyzed the factors that affect the sustainability of the project targeting experts in the donor country and the recipient country. As agriculture is important in Uganda, a priority partner country, it intends to provide direction in terms of securing the sustainability of international agricultural development cooperation projects. Methodology: After deriving the factors that affect the sustainability of international agricultural development cooperation project through previous studies, 15 experts in Korea and Uganda were surveyed and analyzed using AHP analysis. Result: In the top-factors, both donor and beneficiary countries showed the same priority. However, in the sub-factors, there showed a difference between the two countries, as donor countries say “Market development is more important than production technology and quality management,” and beneficiary countries say “Production technology and quality management are more important than market development”. In addition, donor country were found to have a lower priority in ‘ownership’ than recipient country. Conclusion and Implication: As the importance of ‘capacity building’ was found to be the highest in both country’s experts. Therefore, it is a need to promote development cooperation and field experts, which are the main agents of the project, and also the training of local manpower, which are the main agents of the after the end of the project. It is desirable to enhance the local manpower in both facility management and international cooperation as well as agricultural to contribute to the creation of a friendly international cooperation ecosystem as well as to enhance the sustainability of the project.
