국문 초록

공공기업가정신은 다양한 공공 문제를 효과적으로 해결하기 위한 혁신적인 대안을 탐색하는, 공익을 실현하고자 하는 목적지향적 정신자세를 의미한다. 본 연구는 공직사회의 자발적 혁신문화를 정착시키기 위해 일선 공무원의 공공기업가정신이 필요하다고 주장하며, 공공기업가정신 발현에 미치는 영향요인을 탐색하여 정부혁신과 적극행정 실현에 필요한 시사점을 도출하고자 하였다. 조직관리 측면에서 조직 내 의사소통의 영향을 검증하는 가운데 인사관리 측면에서 변혁적리더십을 조절변수로 설정하여 이들 간의 관계성을 검증하였다. 본 연구에서는 한국행정연구원에서 2021년도에 행정부 중앙공무원과 지방공무원을 대상으로 실시한 공직생활에 대한 인식조사 설문자료를 활용하여 다중회귀분석을 실시하였다. 실증분석 결과, 조직 내 의사소통과 변혁적리더십이 공공기업가정신의 구성요소인 진취성, 혁신성, 위험감수성에 모두 긍정적인 영향을 미치는 것으로 확인되었다. 더불어, 높은 수준의 변혁적리더십은 조직 내 의사소통이 공공기업가정신 발현에 미치는 영향력을 강화시키는 것으로 나타났다. 본 연구는 이러한 분석 결과를 바탕으로 공공부문 인적자원관리 전략에 대한 실질적인 시사점을 제시하고자 하였다.

영문 초록

Public entrepreneurship refers to a purpose-driven mindset that aims to explore innovative alternatives for effectively addressing various public issues to realize public interests. This study asserts that the public entrepreneurship spirit of frontline public officials is essential for establishing a voluntary innovation culture in the public sector. Moreover, it seeks to identify factors influencing public entrepreneurship and derive implications for government innovation and proactive administration. The relationship between organizational communication and transformational leadership was examined, with the latter acting as a moderating variable in the context of human resource management. This study performed multiple regression analyses on data from a survey on perceptions of public service life conducted by the Korea Institute of Public Administration in 2021 targeting central and local government officials. Empirical analysis results revealed that both organizational communication and transformational leadership had a positive impact on the components of public entrepreneurship spirit, including proactivity, innovation, and risk-taking. Furthermore, a high level of transformational leadership was found to enhance the influence of organizational communication on the manifestation of public entrepreneurship spirit. Based on these analysis results, this study provides practical implications for human resource management strategies in the public sector.
