혁신 클러스터의 창업 지원 정책과 스타트업 성과와의 관계

국문 초록

본 연구는 경로 의존론(Path Dependence Theory)에 근거한 지역 혁신 체계론과 마이클 포터의 클러스터 공간 이론에 기반을 둔다. 경로 의존론은 혁신 클러스터의 원거리에서는 연결하기 어려운 특별한 접근성, 관계성, 더 나은 정보, 강력한 인센티브, 그리고 생산성 향상의 이점을 설명해 준다(David, 1985; Arthur, 1989, Porter, 1998). 따라서 공간의 집중을 기반으로 한 클러스터가 생성되면서 기업의 전문화, 기업 간 의사소통의 활성화, 인적자원과 지원 기관 등과 같은 ‘생산 요소의 공유’를 통해 외부경제(External economies)가 창출에 기여하고 있다. 이러한 내용을 소규모 혁신 클러스터를 대상으로 실증하기 위해 본 연구에서는 인천 송도 클러스터에서 활동하는 스타트업 대표 230명을 대상으로 기존의 지원 정책과 클러스터의 집적 효과가 사업 성과에 미치는 영향을 구조방정식 모형으로 실증하였다. 연구결과 클러스터의 투자, 사업화, 기술 활성화의 지원체계가 조직 구성원 역량과 기술 개발 역량에 긍정적 영향을 미치는 것으로 실증했으나, 공공 프로그램 정책, 자금 및 투자 정책이 조직 역량을 통해 기업의 수익성에 미치는 영향은 실증하지 못했다. 이는 스타트업의 특성상 성장기 스타트업에게 역량이 곧바로 회사의 수익성을 담보하지 못하기 때문이다. 통상적인 사업화 지원 프로그램의 경우 짧은 기간에 매출이나 직원의 채용을 기대하는 경우가 많은데 본 연구 결과에 따르면 이러한 현상에 대한 심도 있는 검토가 필요해 보인다. 반면 공공 프로그램 정책의 기술 개발 역량과 수익성과, 기술 개발 정책의 기술 개발 역량과 수익성의 관계는 통계적 유의성을 가져 효과성을 검증하였다. 이는 현재 교육이나 멘토링 등의 기업 기업의 비즈니스 애로사항 해결의 프로그램보다는 기술 개발 역량에 초점을 둔 정책 개발이 필요하다는 것을 시사한다. 따라서 혁신 클러스터 정책은 보다 장기적인 관점에서 진행되어야 하며, 기술 활성화를 위한 정책이 시의적절하게 준비되어야만 스타트업 활성화를 통한 경제성장의 목표를 달성할 수 있게 될 것이다.

영문 초록

This study is based on a regional innovation system theory based on Path Dependence Theory and Michael Porter's Cluster Space Theory. Path Dependence Theory explains that innovation clusters benefit from special access, relationships, better information, stronger incentives, and productivity gains that are difficult to connect at a distance (David, 1985; Arthur, 1989, Porter, 1998). Thus, the creation of clusters based on spatial concentration contributes to the creation of external economies through the specialisation of firms, the enhancement of inter-firm communication, and the 'sharing of factors of production' such as human resources and support institutions. In order to demonstrate this in a small-scale innovation cluster, this study uses a structural equation model to examine the effects of existing support policies and cluster agglomeration on business performance using 230 representatives of startups operating in the Songdo cluster in Incheon. The results show that the cluster's support system for investment, commercialisation and technology activation positively affects organisational member capabilities and technology development capabilities, but it fails to demonstrate the impact of public programme policies, funding and investment policies on firm profitability through organisational capabilities. This is because, due to the nature of start-ups, organisational capabilities do not immediately translate into firm profitability. Typical commercialisation support programmes often expect sales or hiring of employees in a short period of time, and the findings of this study suggest that this aspect needs to be further examined. On the other hand, the relationship between technology development capacity and profitability of public programme policies and technology development capacity and profitability of technology development policies was statistically significant, confirming their effectiveness. This suggests that there is a need for policy development that focuses on technology development capabilities rather than programmes that address the business pain points of entrepreneurs, such as training and mentoring. Therefore, innovation cluster policies should be conducted from a more long-term perspective, and only if policies for technology revitalisation are prepared in a timely manner will it be possible to achieve the goal of economic growth through startup revitalisation.
