국내 창업생태계 활성화를 위한 인적자원 육성전략에 대한 탐색적 연구

국문 초록

최근 글로벌 기업가치는 실물자산의 규모보다 해당 기업이 보유한 비즈니스 모델과 해당 모델을 계획, 실행, 평가, 피드백하는 인적자원의 중요성이 더욱 부각되고 있으며, 이런 현상은 더욱 가속화될 것으로 전망된다. 본 연구의 목적은 국내 창업생태계 활성화 요인 중 인적자원 육성과 관련된 선행연구와 정책 등 현황을 분석하여, 창업생태계 활성화를 위한 인적자원 육성전략을 도출하고 시사점을 제공하고자 한다. PEST-SWOT 분석결과 총 16개의 인적자원 육성전략이 도출하여 IPA 설문을 실시하였다. 2023년 5월 29일부터 6월 16일까지 18일간 창업생태계 구성원인 예비창업가, 창업가, 창업경험자를 대상으로 온라인 설문조사를 실시하였으며 총 215명이 응답하였다. IPA분석을 실시한 결과, 중요도(4.60)-난이도(3.57)-성취도(3.04) 순으로 평균점수가 높게 나타났으며, 이는 16개 전략에 대해 창업생태계 구성원들 중요하게 인식하고 있으나, 현재까지의 성취도 측면에서는 크게 작용하지 못하고 있으며, 추진 난이도는 보통보다 약간 높다고 인식되어 전략 추진에 대한 부담은 적정한 것으로 평가된다. 또한 IPA 분석 결과, 3가지 핵심전략과 4가지 노력집중전략으로 [OP] 지역거점 기반 창업 활성화를 위한 지역 인적자원 육성 정책 확대, [TT] 핵심기술 및 인력탈취 위협 방어를 위한 스타트업 기술보호 지원 인적자원 육성지원, 교육지원 강화, [SP] 대학창업인프라 및 창업교육의 효과성·효율성 관리를 위한 인적자원 육성 정책 마련, [TS] 글로벌 기술패권 우위 강화 및 방어를 위한 예비유니콘기업의 핵심인재 채용 및 육성지원 강화, [ST] 혁신, 신산업 창업지원 인적자원 육성 확대, [WP] 한국판 뉴딜(2021~2025)과 연계한 창업생태계 인적자원 실태, 육성방안 등 관련 연구지원 정책 마련, [OS] 디지털 기반 창업지원 인력육성 확대를 제시하였다.

영문 초록

This phenomenon is expected to accelerate further as global corporate value has recently highlighted the importance of human resources to plan, execute, evaluate and feedback on the business model and model held by the company rather than the size of real assets. The purpose of this study is to provide suggestions by analyzing the current status of prior research and policies related to fostering human resources among the factors that vitalize Korean startup ecosystem. An IPA survey was conducted by deriving a total of 16 human resource development strategies through PEST-SWOT analysis and Delphi survey. For 18 days from May 29 to June 16, 2023, an online survey was conducted on prospective entrepreneurs, entrepreneurs, and start-ups who are members of the start-up ecosystem, and a total of 215 people responded. IPA analysis shows that the average score is high in order of importance (4.60), difficulty (3.57), achievement (3.04), which is important for 16 strategies by start-up ecosystem members, but it has not played much role in terms of performance so far. In addition, as a result of the IPA analysis, three core human resource development strategies and four human resource development strategies that should focus on are presented as follows : [OP] Expanding policies to foster local human resources to revitalize local base-based start-ups, [TT] Support for startup technology protection to defend against threats of core technology and talent capture, strengthening support for human resource development and education support, [SP] Development of human resource development policies to manage the effectiveness and efficiency of university start-up infrastructure and start-up education, [TS] Strengthening support for hiring and fostering key talent of prospective unicorn companies to strengthen and defend global technology hegemony, [ST] Expansion of human resources to support innovation and start-ups in new industries, [WP] Development of related research support policies such as human resources status and fostering measures in the start-up ecosystem in connection with the Korean version of the New Deal (2021-2025), [OS] Expanding Human Resources Development for Digital-Based Start-up Support.
