국문 초록

퍼스널 모빌리티 분야는 전세계적인 공유 서비스 보편화와 함께 친환경성과 편의성을 내세우며 급성장하고 있다. 그러나 이용자들의 운전 미숙과 관련 법제도의 실효성 부족 등으로 이용자 및 보행자 대상의 안전사고 건수도 빠르게 증가하고 있다. 이에 본 연구에서는 텍스트마이닝 기법을 활용해 퍼스널 모빌리티의 안전성에 대한 대국민 인식을 분석하고, 이를 바탕으로 퍼스널 모빌리티 산업 활성화의 초석이 되는 안전성 제고 정책들을 제시하였다. 구체적으로 1) 기술 고도화 측면에서 카메라 기반 VPS 기술/AR 기술 개발 및 헬멧 소재 및 혁신 연구 지원, 2) 사업모델 개선 측면에서 거리당 과금 방식 도입, 3) 구현 기반 강화 측면에서 배터리 안전성 제고와 자전거 도로 확충 및 개선, 4) 안전성 실증 테스트 강화 측면에서 안전 속도 모니터링 시스템 개발 및 테스트 지원과 퍼스널 모빌리티 전용 면허증 발급을 제안하였다.

영문 초록

The field of personal mobility is experiencing rapid growth worldwide, driven by the proliferation of shared services and its appeal as an environmentally friendly and convenient mode of transportation. However, the increasing number of safety incidents involving users and pedestrians, attributed to factors such as user inexperience and inadequacies in regulatory frameworks, raises concerns. In this study, we employ text mining techniques to analyze the public perception of safety in personal mobility and propose policy alternatives to promote the development of the personal mobility industry. Specifically, our recommendations include: 1) Advancing technological sophistication through the development of camera-based Vision Positioning System (VPS) technology, augmented reality (AR) technology, and support for helmet materials and innovation research; 2) Improving business models by introducing distance-based charging mechanisms; 3) Strengthening infrastructure through enhanced battery safety measures, expansion and enhancement of bicycle lanes and roads; and 4) Reinforcing safety verification tests by developing and supporting a safety speed monitoring system and introducing specialized licenses for personal mobility operation.
