국문 초록

최근 국제질서는 코로나19 팬데믹 이후 러시아-우크라이나 전쟁과 글로벌 경제위기 등 복합적 요인들로 인해 탈세계화의 기조가 심화하고 있으며, 동북아의 안보환경은 신냉전적 질서가 뚜렷해지고 있다. 전통적으로 동북아 지역은 미국과 중국, 러시아와 일본 등 주요 열강들의 이해관계가 상충하며, 국제질서의 변화를 가장 민감하게 반영하는 지정학적 요충지이다. 전통적 안보딜레마가 상존하는 동북아에서 최근 심화하고 있는 미·중 전략경쟁과 러시아-우크라이나 전쟁의 여파로 주요 행위자간 정체성 인식의 변화가 뚜렷해졌다. 특히 러시아-우크라이나 전쟁 이후 자유민주주의 對 권위주의 체제간 대립, 가치의 진영화가 뚜렷해지면서 핵심 국가들의 안보전략에도 큰 변화가 있었다. 국제정치에서 정체성의 변화는 국가 간 안보전략의 변화를 추동하며 역내 군사적 충돌의 가능성을 높일 수 있다는 점에서 관심이 요망된다. 따라서 본 연구에서는 최근 국제질서의 흐름 속에서 상호 정체성 인식의 변화로 인한 주변국 안보전략의 변화 양상과 특징, 시사점을 고찰하였다. 특히 러시아-우크라이나 전쟁 이후 가속화하고 있는 신냉전의 국제질서와 복합경쟁의 전환기적 흐름 속에서 주변국 안보전략의 변화를 중심으로 동북아 지역의 안보정세를 평가하였고, 한국이 직면한 도전요인을 고찰하였다.

영문 초록

De-globalization is intensifying as a result of complex factors such as the Russia-Ukraine war and the global economic crisis after the COVID-19 pandemic. A new Cold War order is emerging in Northeast Asia. Traditionally, Northeast Asia has geopolitical significance since major powers such as the US, China, Russia and Japan have conflicting interests there. As a result, it is a sensitive indicator of changes in the international order. In Northeast Asia, where the traditional security dilemma exists, changes in the perception of identity among major actors have become clear amidst intensifying strategic competition between the US and China and the Russia-Ukraine war. After the Russia-Ukraine War, the confrontation between liberal democracy and authoritarian regimes and the significance of values became clear, and there were major changes in the security strategies of key countries. Changes in perceptions of nations in international politics led to changes in national security strategies and may increase the possibility of regional military clashes. This study assesses the aspects, characteristics, and implications of changes in the security strategies of neighboring countries resulting from changing perceptions of mutual identity awareness in a time of complex competition and a new Cold War, and the resulting challenges for South Korea.
