국문 초록

[연구목적]이 연구는 분권화된 단일국가 네덜란드를 대상으로 교육재정의 서로 다른 이해관계기관들이 협력적으로 교육재정을 운영하는 사례를 통하여 현재 논쟁의 중심에 있는 교육자치와 일반자치에 대한 시사점을 제시하는 데에 목적이 있다. [연구방법] 이를 위해 문헌 연구의 기틀 위에 다음과 같이 연구를 실행하였다. 첫째, 네덜란드의 교육재정 현황과 특징적인 제도를 살펴보고, 둘째, 교육재정 부담 주체별로 학습자를 위한 지원 분석을 통해, 각 교육 재원 주체들의 연계·협력 지원을 유·초·중등교육 수준에 초점을 맞추어 분석하였다. 셋째, 일반자치와 교육자치가 상호 협력·연계하기 위한 재정 구조를 위해 향후 우리나라 교육재정 제도에 주는 시사점을 제시하였다. [연구결과 및 시사점] 연구 결과를 토대로, 첫째, 교육재정의 운영원리로서 적정규모 확보를 기반으로 한 교육자치와 일반자치의 상호·연계 협력을 강화할 것, 둘째, 공립과 사립학교 전반에 대한 재정 지원과 자율성을 확대하되, 단위 학교 차원의 책무성을 강화하여 지속가능한 성과관리체제를 유지할 것, 셋째, 지방자치단체와 기업의 교육재정에 대한 지원 역할을 강화할 것 등을 제안하였다.

영문 초록

[Purpose] The study aims to provide implications for implementing the debate between educational autonomy and local autonomy from the perspective of educational finance in South Korea, using the analysis of Dutch educational finance, which is a decentralized unitary state. [Method] The specific objectives are progressed by utilizing the literature review as follows; first, to overall review Dutch education finance trends and its main characteristics; second, to analyze educational finance sources according to households and enterprises so that students, parents, and institutions are supported from pre-primary to upper secondary education; and lastly, to suggest implications for education finance in South Korea in accordance with discourses on cooperation and linkages autonomy from Dutch education finance. [Result & Implications] Based on the research results, first, as an operating principle of education finance, mutual and linked cooperation between educational autonomy and general autonomy based on securing an appropriate scale should be strengthened; second, it was proposed to expand support and autonomy for overall finance for public and private schools, but maintain a sustainable performance management system by strengthening accountability at a school level. Third, it requires to enhance the support role of local governments and enterprises in education finance.
