국문 초록

우리 사회에는 건설공사에서 대금과 임금 지급이 투명하지 못하여 체불 등의 많은 문제가 있어 왔다. 이에 서울시는 전자정부 혁신차원에서 대금e바로시스템을 구축, 시행하여 이 문제의 해결을 위해 노력하였으며 이러한 전자대금지급시스템의 도입은 전국적으로 확대되어 공공건설의 경우 법적 차원에서 의무적으로 사용되고 있다. 따라서 새로운 정책집행 후 정책환류 차원에서 전자대금지급시스템의 기대효과와 영향요인에 대한 연구가 필요한 시점이다. 지금까지 건설부패 연구는 주로 불법하도급 개선 등에 대한 사례위주의 일반적 연구였으나 본 연구에서는 주인대리인이론의 시각에서 정보불균형과 대리인문제에 초점을 두어 대금e바로시스템의 기대효과와 영향요인을 중심으로 분석해 보고자 하였다. 전자정부의 투명성 제고에 기반하여 서울시 전자대금지급시스템 정책집행 과정에서 어떤 집행전략과 영향요인들이 작용되어 국가정책으로까지 확장되고, 현재의 집행결과가 나타났는지를 종합적으로 살펴보았다. 연구결과 기대효과로는 부패통제와 공정성을 도출하였고, 영향요인으로는 기술적 요인, 법제도 요인, 관리적 요인, 투명성 요인을 제시하였다. 끝으로 전자대금지급시스템의 발전을 위한 정책제언과 함께 연구시사점 및 연구한계점을 첨언하였다.

영문 초록

Our society has long grappled with numerous issues such as wage and payment defaults in construction projects due to the lack of transparency. In response, Seoul Metropolitan Government has built and implemented a electronic payment system, known as the “Daegum-e-Baro” system, as part of its e-Government innovation initiatives. This electronic payment system has been expanded nationwide and is now legally mandatory for all public construction projects. Consequently, it is imperative for this study to examine the potential effects and influencing factors of the electronic payment system in the context of policy evaluation. Previously, studies on construction corruption have typically focused on cases of illegal subcontracting improvements. However, in this research, the study approaches from the perspective of the principal-agent theory, concentrating on the issues of information asymmetry and agent problems. This study aims to analyze the expected effects and influencing factors of the Daegum-e-Baro system. Based on enhancing transparency through e-Government, this study comprehensively examined what execution strategies and influencing factors were at play during the implementation process of the Seoul electronic payment system policy, how it expanded to national policy, and what the current outcomes look like. As expected effects, this study deduced control of corruption and fairness. As influencing factors, this study presented technical factor, legal and institutional factor, managerial factor, and transparency factor. Lastly, this study proposed policy suggestions for the development of the electronic payment system and added research implications and limitations.
