국문 초록

이 연구의 목적은 김해시의 사회복지 현황을 살펴보기 위한 것이다. 이를 위해 김해시에서 제정되어 있는 사회복지조례와 김해시 사회복지통계를 살펴보았다. 이를 바탕으로 김해시의 사회복지의 전망에 대해 제언하고자 한다. 연구결과, 첫째, 김해시의 복지, 즉 사회적 안전망을 강화하기 위한 환경을 만들어야 한다. 1인가구가 증가하고 있는 김해시는 지역사회의 유대를 강화하여 지역사회복지의 수준을 높일 필요가 있다. 김해시는 복지제도의 확대 및 보완에 힘쓰고 이를 효과적으로 달성하기 위해 사회적 연대를 확대하여 김해의 복지 수준을 높여야 한다. 둘째, 김해시의 복지정책은 통합적인 체계를 가지고 접근할 필요가 있다. 지방정부가 적극적인 역할을 수행할 수 있도록 그 책임을 제도적으로 강제하는 것이 필요하다. 김해시의 복지정책은 고용정책(노동시장정책), 가족정책, 여성정책, 보육 및 양육정책을 연계하여 운영할 필요가 있다. 셋째, 청년의 복지에 대한 정책이 필요하다. 청년인구의 비율은 높지만 청년을 위한 조례나 복지정책이 상대적으로 많지 않다. 다른 도시에서 실시하는 청년수당제도의 문제점과 성과를 면밀히 검토하여 청년기본 소득도 실험해 볼 필요가 있다. 넷째, 김해시 복지정책의 효과성을 높이기 위한 전 시민 대상의 복지교육이 필요하다. 복지는 생산물이 아닌 만족도와 삶의 향상으로 그 결과를 확인할 수 있는 특별한 분야이다. 복지의 결과물은 삶의 행복도이다. 정책의 이해가 높으면 정책의 효율성도 높아질 수 있다. 따라서 정책의 이해를 높이기 위한 복지교육이 필요하다. 복지교육은 복지와 관련한 특정한 분야의 해당자에게만 필요한 것이 아니라 시민교육으로서 복지교육이 필요하다. 아동부터 노인까지 전 세대에 걸쳐 그에 맞는 복지교육이 필요하다.

영문 초록

The purpose of this study is to examine the current status of social welfare in Gimhae-si. To this end, we looked at the social welfare ordinances enacted in Gimhae-si and social welfare statistics in Gimhae-si. Based on this, I would like to suggest the outlook for social welfare in Gimhae-si. As a result of the study, first, it is necessary to create an environment to strengthen the welfare of Gimhae-si, that is, the social safety net. Gimhae-si, where the number of single-person households is increasing, needs to increase the level of community welfare by strengthening community ties. Gimhae-si shall endeavor to expand and supplement the welfare system and increase the level of welfare in Gimhae by expanding social solidarity to effectively achieve it. Second, Gimhae City’s welfare policy needs to be approached with an integrated system. It is necessary to systematically enforce the responsibility so that local governments can play an active role. Gimhae City’s welfare policy needs to be operated in connection with employment policy (labor market policy), family policy, women’s policy, and childcare and parenting policy. Third, a policy on the welfare of young people is needed. Although the proportion of the youth population is high, there are relatively few ordinances or welfare policies for young people. It is necessary to closely examine the problems and achievements of the youth allowance system implemented in other cities and experiment with basic youth income. Fourth, welfare education for all citizens is needed to increase the effectiveness of Gimhae City’s welfare policy. Welfare is a special area where the results can be confirmed by improving satisfaction and life, not by producing products. The result of welfare is happiness in life. A high understanding of policies can also increase the efficiency of policies. Therefore, welfare education is needed to improve the understanding of policies. Welfare education is not only necessary for those in specific fields related to welfare, but also welfare education as civic education. Welfare education is needed for all generations, from children to the elderly.
