지역사회 시민강사 정의 도출 및 역량 요구분석

국문 초록

본 연구는 지역 중심의 평생교육 활성화를 위해 지역주민 중심의 평생교육이 필요하다는 근거에 입각하여 최근 지자체에서 운영되고 있는 ‘시민강사’에 대한 정의, 시민강사가 갖추어야 할 역량 도출, 필요 역량의 우선순위를 도출하는 것을 목적으로 한다. 이를 위해 선행연구 검토, 전문가 인터뷰, 전문가 델파이 조사, 요구분석 방법을 활용하였다. 연구 결과, 첫째, ‘시민강사’는 ‘해당 지역에 대한 배경지식과 사명의식을 바탕으로 본인이 가지고 있는 재능과 축적된 경험(자격증, 학위, 경력, 경험 등)을 교육을 통해 해당지역사회에 환원할 수 있는 자’로 정의되었다. 둘째, 시민강사가 갖추어야 할 역량은 최종적으로 10개 역량, 22개의 세부역량으로 도출되었다. 10개의 역량은 (1)강의 주제 발굴 및 교수설계 이해, (2)학습목표 달성에 적합한 교수방법 이해, (3)수업운영 스킬, (4)매체활용 능력, (5)학습 퍼실리테이션, (6)평가, (7)지식의 응용 및 활용, (8)끊임없는 자기 개발, (9)공동체 화합, (10)지역공헌 마인드이다. 셋째, 요구분석을 통해 도출된 최우선적으로 개발이 필요한 세부역량은 ‘내용지식’, ‘교수법’, ‘학습분위기 조성’, ‘수업내용전개’ 역량으로 나타났다. 본 연구에서 제시한 시민강사 역량은 시민강사 양성을 위한 교육과정 개발에 유의미하게 사용될 수 있다는 점에서 유의미한 연구라 할 수 있다.

영문 초록

This study aimed to define the ‘citizen instructor’, who is utilized by local governments to deliver lifelong education with a community-based approach. For Tthe study, a literature review, expert interviews, a Delphi survey, and a needs analysis were conducted to identify citizen instructors' competencies and priorities. The study found that a citizen instructor is someone who can apply knowledge, skills, and experiences, including qualifications, degrees, and career, to help a community through education. The study identified ten competencies and twenty-two sub-competencies that a citizen instructor should possess, including the ability to identify lecture topics and understand teaching designs, select suitable teaching methods, conduct classroom operations, use media, facilitate learning, evaluating evaluate learning, apply and utilize knowledge, engage in continuous self-development, promote community harmony, and contribute to the local community. Based on the needs analysis, the study identified content knowledge, teaching methods, creating a positive learning environment, and developing lesson plans as the top priority sub-competencies for citizen instructors to develop. These findings may be significant for the development of citizen instructor training programs.
