국문 초록

농경사회에서 산업사회로의 전환과정에서 자원이 부족한 우리나라의 경우, 수출중심의 산업육성을 위한 제도적 기반 조성에 중점을 두었다. 1964년 9월 14일 현행산업단지의 전신이라고 할 수 있는 수출 전문 ‘공업단지’를 조성·운영하기 위해 첫입법을 시작한 이래 공장단지 관리법, 공장배치 및 공장설립법에 이어 산업집적법을 통해 산업육성을 위한 제도적 장치를 발전시켜왔다. 이러한 수출 중심 공장단지 개발에서 점차 산업집적, 용도별 단지 등으로 세분화된 입법의 진행은 현재에 이르러 단순히 산업발전의 근간을 형성하기 위한 목적에서 벗어나, 지방자치의 확대에 따른 권한 이양의 문제와 인구감소 등으로 인한 지방소멸 위기에 대한 대응하기 위한 노력과도 직접적으로 연결되어 있다. 산업단지의 종래의 조성목적이 산업육성에서 지방재정 확충 및 지역존속으로까지 확대되는 상황에서 본 연구는 산업단지 관련 입법 및 정책 동향에 대한 분석을 위해 산업단지 관련 법제의 발전과 지방자치단체의 조례동향을 살펴보고, 이에 따른 입법의 방향성을 제시하고자 한다. 입법동향 분석에 따른 연구내용을 바탕으로 향후 2편에서는 노후한 산업단지에서 대두되고 있는 제반문제에 대한 대책 및 활성화 방안을 제시함으로써 지역의 유명무실한 산업단지에 대한 개선점을 제시하고자 한다.

영문 초록

In case of Korea that resource-insufficient in the transition from an agricultural society to an industrial society, efforts have been made to make importers' industry development a practical basis. Since September 14, 1964, when the first legislation was initiated to create and operate an export-specialized 'industrial complex', which can be called the predecessor of the current industrial complex, through the Industrial Integration Act following the Industrial Cluster Management Act, and Factory Establishment Act and the Industrial Cluster Act had been developing an institutional device for fostering. The progress from the development of export-oriented factory complexes to the legislation that is gradually subdivided into industrial clusters and complexes is moving away from the purpose of simply forming the basis for industrial development at the present, and the problem of transfer of authority due to the expansion of local autonomy, and also directly related to efforts to respond to the crisis of province extinction due to population decline. In a situation where the conventional purpose of industrial complex development is expanding from industrial development to local finance expansion and regional existence, this study aims to analyze the development of industrial complex-related legislation and policies trends by inspection related to industrial complexes of local government ordinances in order to present the direction in legislation. Based on the research contents based on the analysis of legislative trends, in the next part 2, being presented measures for various problems emerging in old industrial complexes and revitalization plans to suggest improvements for local industrial complexes that are useless.
