폭력적 극단주의 예방을 위한 협력 거버넌스 활성화 방안에 관한 연구

국문 초록

서구사회에서 인종차별에 의한 극우적 테러가 지속적으로 발생하고 있다. 이들은 종교적 이유로 피부가 다르다는 이유로 이미 시민권을 갖고 있는 같은 자국민도 타깃으로 삼고 있다. 이러한 폭력적 극단주의는 행위주체가 국가가 아닌 개인이 테러와 같은 폭력을 적법하고, 이용 가능한 해위수단 중 하나로 인식하게 할 뿐만 아니라, 폭력을 정당화하는 기제로 작용하고 있다. 지난 3년간의 코로나19로 인해서 국가 간의 이동이 제한되면서 우리나라에 유입되는 외국인수는 감소하였다. 그러나 위드코로나 시대가 시작되면서 ‘코리안드림’을 꿈꾸며 우리나라를 찾는 외국인은 증가할 것이다. 이로 인해 다양한 이유로 국내에 체류하는 외국인 수도 가장 많았던 2019년 4.87%를 상회하여 5% 수준이 될 것으로 전망한다. 그러나 우리 사회에는 이들 이주민들에 대한 편견, 차별, 혐오로까지 발전하는 사례가 있어 자칫 이들로 하여금 한국에 대한 불만과 분노 표출이 우려된다. 따라서 폭력적 극단주의가 발생되지 않도록 하기 위한 중앙정부와 지방정부 차원의 통합된 노력이 필요하다. 또한 우리나라에 유입된 이주민들이 체류기간 동안 불편함이 없이 방문목적에 충실할 수 있도록 유도하고 한국사회에 통합이 될 수 있도록 이주민 정책과 프로그램을 만들어 가야 한다. 이를 위해서 중앙정부와 지방정부에서 동시에 협력 거버넌스가 구축되고 운영이 되어야 한다. 이에 본 연구는 중앙정부보다는 지방정부에서 협력 거버넌스를 어떻게 구축하고 활성화해야 하는지에 대한 방안을 제시하였다. 이를 위해 폭력적 극단주의 예방과 대응과 이주민 사회통합 정책을 수립하고 집행하는 데 필요한 리더와 행위자를 식별하였다. 또한 Ansell & Gash의 협력 거버넌스 모형을 토대로 정책을 수립하기 위한 의사결정 과정을 제시하였다. 이 모형은 네 개의 넓은 변수들인 출발조건, 제도설계, 리더십, 협력과정 그리고 결론으로 구성되어 있다. 이렇게 산출된 결과들이 향후 지방정부에서 ‘폭력적 극단주의 예방과 대응(P/CVE)’을 통해 이주민 사회통합정책이 마련되어 안전한 사회가 되는데 기여할 수 있길 기대한다. 아울러 이주민들이 한국사회의 구성원으로서 정당한 권리를 보장받고, 삶의 질을 높이고, 건강한 삶을 향유할 수 있는 정책프로그램 개발이 필요함을 제언한다.

영문 초록

Far-right terrorism caused by racial discrimination continues to occur in Western society. They also target their own citizens who already have citizenship because of their different skin for religious reasons. Such violent extremism not only makes individuals, not the state, recognize violence such as terrorism as one of the legal and available countermeasures, but also acts as a mechanism to justify violence. Over the past three years, the number of foreigners entering Korea has decreased as movement between countries has been restricted due to COVID-19. However, as the With Corona era begins, the number of foreigners visiting Korea dreaming of the “Korean Dream” will increase. As a result, the number of foreigners residing in Korea for various reasons is expected to exceed 4.87% in 2019, which was the highest in 2019, and reach 5%. However, there are cases in our society where prejudice, discrimination, and even hatred against these immigrants develop, and it is feared that they may express dissatisfaction and anger toward Korea. Therefore, integrated efforts at the central and local government levels are needed to prevent violent extremism from occurring. In addition, migrant policies and programs should be created so that migrants who have entered Korea can be faithful to the purpose of their visit without any inconvenience during their stay and integrate into Korean society. To this end, cooperative governance must be established and operated by the central and local governments at the same time. Therefore, this study suggests a plan for how to build and activate cooperative governance in the local government rather than the central government. To this end, the leaders and actors needed to establish and implement Violent Extremism Prevention and Response (P/CVE) and migrant social integration policies were identified. In addition, the decision-making process for establishing policies based on Ansell & Gash's cooperative governance model was presented. The model consists of four broad variables: starting condition, institutional design, leadership, cooperation process, and conclusion. It is hoped that the results calculated in this way will contribute to a safe society by becoming P/CVE and social integration policies for migrants in the future. In addition, it is suggested that it is necessary to develop policy programs to ensure that immigrants are guaranteed legitimate rights as members of Korean society, improve the quality of life, and enjoy a healthy life.
