국문 초록

한국의 양극화 현상은 이미 사회 곳곳에서 표출되고 있으며, 지난 10년간 점점 심화되어 왔다. 양극화가 세계적인 추세이기는 하지만 한국의 양극화는 세계 선진국 중에서 최고 수준이다. 임계치에 이른 양극화는 폭력적 극단주의를 거쳐 테러 범죄가 될 수 있다. 이미 미국 및 유럽 선진국들은 극우 극단주의 위협을 이슬람 극단주의 테러에 비견할 수준으로 평가하고 있다. 한국의 양극화는 역사ㆍ문화적 차이로 인해 서구의 극우 극단주의와는 차이가 있다. 따라서 미국과 유럽 테러리즘 연구를 통해 얻을 수 있었던 통찰력은 환경이 다른 한국에 그대로 적용될 수 없다. 다만, 서구 국가들의 극우주의에 대한 대테러 대응 방안들이 향후 테러 정책 수립에 도움이 될 수 있을 것이다. 한국의 자생적 테러리즘에 관한 연구는 그 수가 희소하다. 국내에서 생산된 테러리즘 데이터 부재가 주요 원인일 것이다. 양극화가 심각한 한국이 그 위협을 인식하지 못하고 있는 이유도 데이터 부족으로 깊이 있는 연구가 제한되었기 때문일 수 있다. 한국이 더 이상 테러 안전지대가 아니라는 전문가의 충고가 이어지고 있는 가운데, 한국의 자생적 테러인자, 즉 K-테러인자를 식별하기 위해서는 국내에서 생산한 종합적이고 효율적인 데이터의 축적이 반드시 필요하다.

영문 초록

The polarization phenomenon in Korea is already being expressed in every corner of society, and it has been gradually deepening over the past decade. Polarization is a global trend, but Korea's polarization is the highest among advanced countries in the world. Polarization that has reached a critical point can lead to violent extremism and then to terrorism. Already, the United States and developed countries in Europe are evaluating the threat of far-right extremism as comparable to that of Islamic extremist terrorism. The polarization in Korea is different from the far-right extremism of the West and the U.S. due to historical and cultural differences. Therefore, the insights gained through the study of terrorism in the US and Europe cannot be directly applied to Korea, where the environment is different. However, anti-terrorism countermeasures against far-right extremism in Western countries can be helpful in establishing future terrorism policies. The studies on homegrown terrorism in Korea are scarce. The absence of domestically produced terrorism data is probably the main reason. The reason why Korea, where the polarization is severe, is not aware of the terror threat may be because in-depth research has been limited due to lack of data. While experts are advising that Korea is no longer a safe zone for terrorism, it is essential to accumulate comprehensive and efficient domestically produced data in order to identify Korea's native terrorism factor, or K-terrorism factor.
