국문 초록

1990년 소련의 해체와 사회주의권의 몰락으로 촉발된 신냉전이 2010년대 이후 새로운 양상으로 전개되고 있다. 이념적 대립이 완화되고 안정을 찾을 것이라고 기대했던 국제질서는 혼란의 소용돌이로 빠져들고 있다. 다양한 이유가 제시되는 가운데 중국의 부상과 관제민족주의의 확산이 유력한 원인으로 거론되고 있다. 그동안 제3세계 국가들의 발전으로 약 20년간 지속되어온 미국 중심의 국제안보질서가 흔들리면서 발생하는 문제인지에 관해 많은 의견이 있었다. 그러나 2010년대 이후에도 지속적으로 발생하는 국가주도형 테러리즘을 볼 때 여러 국제안보협력체와 다자안보가 과거와 다른 위기에 직면해 있는 것은 분명해 보인다. 따라서 이에 대한 새로운 접근이 필요한 시점이다. 2차 세계대전이라는 비극적 사건을 계기로 만들어진 UN과 NATO로 대표되는 다자안보협력체가 최근 무기력하다는 비판을 받고 있다. 우크라이나사태와 시리아내전 등에서 발생되는 다양한 국가테러리즘에 대해 적절한 대응은 고사하고 국가간 이익관계의 조율에도 실패하고 있는 모습이다. 그리고 최소한의 인도적 조치마저 제대로 실행하지 못하고 있는 것이 현실이다. 인류에게 어떠한 위협이 있는지 알면서도 제대로 대응하지 못하는 기후변화처럼 신냉전 이후 발생되는 문제를 깨닫지 못하고 국가이기주의 속에 매몰되어 버린다면 앞으로도 국가테러리즘에 따른 비극은 계속될 것이다. 따라서 지금까지 인류역사에서 발생한 국가테러리즘을 살펴보고 앞으로 변화될 양상을 예측하여 새로운 해결방안을 모색하는 것이 필요하다. 이러한 문제에 적절하게 대응하기 위해서 신냉전이 새롭게 변화했음을 인정해야 한다. 그리고 각국 정보기관의 역할이 과거와는 달라져야 한다. 기존의 국제안보협력체제를 뒤흔드는 행동을 멈추고 새로운 국제기구 등에 대한 출현을 모색해야 한다. 마지막으로 국가테러리즘에 대한 위험등급을 마련하여 인류사에 비극적인 사건이 최대한 예방될 수 있는 토대를 마련해야 한다.

영문 초록

The new Cold War, triggered by the dissolution of the Soviet Union in 1990 and the fall of the socialist bloc, has been developing in a new way since the 2010s. The international order, which was expected to ease ideological confrontation and find stability, is falling into a whirlpool of confusion. Amid various reasons, the rise of China and the spread of state-led nationalism are cited as the leading causes. There have been many opinions on whether it is a problem caused by the shaking of the U.S.-centered international security order, which has lasted for about 20 years due to the development of third-world countries. However, given the continuous state-led terrorism that has occurred since the 2010s, it seems clear that various international security Organization and multilateral security are facing different crises from the past. Therefore, it is time for a new approach to this. The multilateral security cooperation represented by the UN and NATO, which was created in the wake of the tragic incident of World War II, has recently been criticized for being lethargic. It seems that it is failing to coordinate interest relations between countries, let alone respond appropriately to various national terrorism occurring in the Ukraine crisis and the Syrian civil war. And the reality is that even the minimum humanitarian measures are not being properly implemented. The tragedy of national terrorism will continue in the future if the nation is buried in selfishness without realizing the problems that arise after the New Cold War, such as climate change, which knows what threats there are to mankind but does not respond properly. Therefore, it is necessary to look at national terrorism that has occurred in human history so far, predict future changes, and seek new solutions. In order to properly respond to these problems, it is necessary to acknowledge that the New Cold War has changed anew. And the role of intelligence agencies in each country should be different from the past. It is necessary to stop actions that shake up the existing international security cooperation system and seek the emergence of new international organizations. Finally, it is necessary to lay the groundwork for tragic events in human history to be prevented as much as possible by establishing a risk rating for national terrorism.
