지방자치단체 재정지출의 출산율 제고 효과 분석

국문 초록

본 연구는 광역도의 71개 시와 77개 군을 대상으로 2008년부터 2019년 기간동안의 저출산 대응 분야 재정 지출의 포괄 자료에 해당하는 보육⋅가족 및 여성 부문 예산 자료를 이용하여 저출산 대응 관련 지방 재정지출이 출산율 제고에 효과가 있었는지를 살펴본다. 특히, 정책 우선순위(해당부문 예산이 차지하는 비중) 측면과 예산의 정량적인 면(인구당 예산 규모)을 각기 살펴보았다. 분석결과, 예산 구성비 모형에서는 보육⋅가족 및 여성 분야 재정 지출의 비중을 늘리면 합계출산율 제고 효과가 더 커짐을 확인했다. 특히, ‘군’에서 저출산 대응 지출의 출산율 제고 효과가 더 있는 것으로 나타나 인구 문제 시급성과 정책 효과성이 비례함을 밝혀냈다. 반면 인구 대비 예산 모형에서는 재정 지출의 효과성이 나타나지 않거나 부분적으로 나타났다. 이는 단순히 양적인 재정 지출 확대만으로 출산율 제고는 쉽지 않음을 시사한다. 다만, 한국의 저출산 문제는 사실상 혼인율 감소에서 비롯되고 있기 때문에 결혼 전과 결혼 단계에서의 저출산 지원정책이 강화될 필요가 있다.

영문 초록

This study examines whether local fiscal expenditures related to low birth rates are effective in enhancing the fertility rate using budget data in childcare, family, and women, which are regarded as comprehensive data on low birth rate response from 2008 to 2019 targeting 71 cities and 77 guns (or counties). Especially, the policy priority (the proportion of the budget in the sector) and the quantitative aspect of the budget (the size of the budget per population) were examined, respectively. The results show that increasing the proportion of financial expenditure in the childcare, family, and women sectors would further increase the total fertility rate. In particular, it was found that the fertility rate of low birth rate response expenditure in the “gun” was more effective, indicating that the urgency and policy effectiveness of the population problem were proportional. On the other hand, the quantitative budget model did not show the effectiveness of fiscal expenditure or did partially. This suggests that it is not easy to increase the fertility rate simply by expanding quantitative fiscal expenditure. However, since the low birth rate problem in Korea is actually caused by a decrease in the marriage rate, it is necessary to strengthen the low birth rate support policy before and during the marriage stage.
