평등과 형평 원칙에 영향받는 절차공정성과 기회공정성에 관한 연구

국문 초록

본 연구는 불평등과 불공정의 심화에 대한 비판의 목소리가 높아지고 있다는 문제 인식과 공정과 정의에 대한 인식이 사회의 진보적 발전에 기초이자 기반으로서 역할을 담당해야 한다는 사회적 주장에 바탕을 두고 있으며 다음과 같은 결론이 도출되었다. 형평과 평등의 정의적 관점에서 기회공정성보다는 절차공정성에 대해 부정적으로 평가하는 결과가 도출되었다. 사회적규범, 제도운영, 보상에 대한 배분, 의사결정 과정, 절차의 일관성, 편견의 부재, 정보의 정확성, 의사결정 참여자의 대표성, 의사결정의 정정 가능성 등이 지켜지지 않는다고 판단하고 있는 것으로 나타났다. 이념적으로는 보수주의적 이념일수록 공정하게 사회가 운영되고 있다고 판단하지만 진보주의적 이념일수록 사회적규범이나 제도운영에 있어 기회공정성과 절차공정성 모두 낮은 수준이라고 부정적으로 인식하고 있다. 보수적 이념으로써는 개인주의적 관점이 메리토크라시적 가치와 결합·강화되어 현재 한국 사회에서의 기회공정성이 적절하다고 인식하고 있음을 보여주는 것이지만 진보적 이념으로써는 절차와 기회의 공정성이 약화되고 있다고 판단하는 것이다.

영문 초록

This study is based on the social argument that the awareness of problems and the awareness of fairness and justice should play a role as the basis and basis for the progressive development of society, and the following conclusions were drawn. From the defining point of view of equity and equality, the result of negatively evaluating procedural fairness rather than opportunity fairness was derived. It was found that social norms, institutional operations, distribution of rewards, decision-making processes, consistency of procedures, absence of prejudice, accuracy of information, representation of decision participants, and correction of decision-making were not observed. Ideologically, the more conservative the ideology is, the fairer the society is, but the more progressive the ideology is, the lower both opportunity fairness and procedural fairness in social norms and institutional operation are perceived negatively. As a conservative ideology, individualistic perspectives are combined and strengthened with Meritokrash values, showing that opportunity fairness in Korean society is currently recognized as appropriate, but as a progressive ideology, procedures and opportunity fairness are weakening.
