국문 초록

본 연구는 “팬데믹 위기 대응상황에서 현장의 의료분야 실무자가 체감한 정부조직 칸막이 효과 혹은 사일로 효과(silo effect)의 문제는 어떠한 것이었으며, 이에 대응하기 위하여 어떠한 전략을 구사하였는가?”를 근거이론 접근방법을 적용하여 분석하였다. Strauss와 Corbin(1990)이 제안한 패러다임 모형에 따라 이론적 표집을 통해 수집된 1·2차 질적자료를 대상으로 한 범주화 분석의 결과, 일선 의료기관 종사자들은 팬데믹 상황에서 정부조직 간 칸막이 효과로 인하여 어느 기관의 지시를 따르고 협업해야 하는지가 명확하지 않고 어느 정도 수준과 범위까지 공적인 역할을 수행해야 하는지가 명료하지 않은 ‘역할 모호성’(role ambiguity)을 체험하고 있었다. 아울러 이에 대한 요인과 맥락으로 ‘복수 컨트롤 타워의 업무중복성’과 ‘관·민 간의 갑·을 구조 속에서 이루어지는 탁상행정’, 그리고 코로나 팬데믹 위기가 지니는 ‘방역+재난+사고수습’의 복합위기의 성격 즉 ‘문제의 복합 경계성’ 및 그 영향 요소가 발견되었다. 이러한 분석결과를 바탕으로 한국의 정책체계 및 정부조직이 지니고 있는 칸막이 효과에 대한 진단과 시사점을 제시하였다.

영문 초록

This study is a grounded theory on the problem of the partition effect or silo effect of government organizations felt by practitioners in the medical field in the context of pandemic crisis response and the strategies used to respond to it. The approach was analyzed by applying theoretical sampling and categorization analysis of primary and secondary qualitative data, according to the paradigm model proposed by Strauss and Corbin (1990). Front-line medical institution workers were asked which institution caused the partition effect between government organizations during a pandemic situation. They reported experiencing 'role ambiguity', in which it was not clear whether they should follow the instructions of the government and collaborate, and it was not clear to what level and scope they should perform their public role. Additionally, the factors and contexts for this included the 'duplexity of multiple control towers', 'paper administration in the structure of the government and the private sector', and the complex crisis of 'prevention + disaster + accident management' in the corona pandemic crisis. The nature of the 'complex boundary of the problem' and its influencing factors were identified. Based on these analysis results, the diagnosis and implications of the partition effect on Korea's policy system and government organizations are presented.
