국문 초록

급속도로 변모하는 디지털 전환시대가 가져오는 기회와 위협 속에서 개인과 사회의 협력적 문제해결 역량이 주목된다. 이는 공공부문에 있어서도 예외가 아니며 공공부문 미래 인재 양성을 위한 교육방식에의 변화가 필요하다. 본 연구는 전통적인 교육방식과 차별화된 원리에 근거한 PBL(Project Based Learning)방식이 공공부문 미래 인재 양성을 위한 변화의 단초가 될 수 있다는 기대 하에 새로운 학습 방식의 공공부문 인재 양성에 적용 가능성을 탐색하였다. 이를 위해 PBL 과정으로 설계한 <디지털 거버넌스> 수업 사례를 분석하고 공공부문 협력적 문제해결 역량 교육에의 활용 가치와 의미를 탐색하였다. <디지털 거버넌스> 수업사례를 통해 PBL 과정이 미래 공공부문 인재에게 요구되는 도전적 탐색과 전문적 분석역량, 협력적 소통과 공유촉진 역량, 역동적 자기 성찰과 피드포워드 모니터링 역량 함양을 위한 경험을 제공하고 이를 통한 협력적 문제해결 역량을 증진함에 의미가 있음을 확인하였다. 또한 미래 공공부문 인재 육성을 위해 PBL과 같은 다양한 교육방식의 시도와 확장의 논의가 필요함을 제언하였다.

영문 초록

The rapidly changing digital transformation era highlights the need for personal and societal collaboration in problem-solving skills in the face of opportunities and threats. This is not an exception in the public sector, and a change in the education method for nurturing future public sector talent is necessary. This study explored the applicability of a new learning method based on the expectation that a PBL method based on differentiated principles, as opposed to traditional education methods, could serve as a turning point for future public sector talent cultivation. To this end, we analyzed the “Digital Governance” class case designed as a PBL process and explored the value and significance of using PBL for education in enhancing collaborative problem-solving skills for the public sector. Through the “Digital Governance” class case, we confirmed that the PBL process promotes challenging exploration and professional analytical skills, collaborative communication and sharing, and dynamic self-reflection and feedback monitoring capabilities for enhancing collaborative problem-solving skills required of future public sector talents. In addition, we argued that discussions on the attempts and expansion of various education methods such as PBL are necessary for the cultivation of future public sector talents.
