국문 초록

총독부를 통하여 자연스럽게 통제경제의 범위 안에 들어간 조선의 경험은 만주국에서 귀환한 사람들의 경험과 함께 이후 국가주도 경제발전 정책을 운용하는 바탕이 되었다. 일본 군인으로 만주를 경험하였던 박정희 역시 이러한 영향에서 벗어날 수 없었고, 자연스럽게 국가가 주도하는 경제발전에 대한 생각을 가지게 되었다. 그럼에도 불구하고 쿠데타 초기 정해진 자유경제를 원칙으로 계획경제를 혼합한다는 경제정책의 방향은 애당초 장면 정부에서 만들어진 경제개발계획을 받아들이는 과정에서 정해진 것이다. 장면 정부의 자유경제는 4·19 혁명의 요구였던 이승만 정부하의 관권경제, 부패 등 적폐를 청산하여 정상화한다는 의미를 가지고 있었다. 혁명 계승을 명분으로 내세운 쿠데타 세력은 적폐 청산을 강조하였고, 이는 자연스럽게 자유경제와 연결될 수 있었다. 따라서 박정희 등 쿠데타 세력들에게 자유경제의 원칙과 국가주도 경제발전은 조화될 수 있는 것이었다. 쿠데타 세력들이 가진 국가주도 경제개발론의 기본입장에 비추어 보면, 이들에게 경제상의 자유와 창의 존중은 국가의 강력한 통제의 틀 안에서 민간의 자발적 동원과 경제활동을 활성화한다는 의미를 가진다. 헌법상 경제원칙 규정에 대한 요강마련과 조문을 형성하는 과정은 군사정부에서 이미 확립된 이러한 경제정책방향을 헌법으로 형상화하는 작업이었으므로 그 내용에 대하여 별다른 논쟁이 있을 수 없었다.

영문 초록

The experience of Joseon, which naturally entered the scope of the controlled economy through the Governor-General, became the basis for operating state-led economic development policies along with the experience of those returning from Manchuria. Park Chung-hee, who experienced Manchuria as a Japanese soldier, could not escape this influence and naturally came to have an idea of state-led economic development. Nevertheless, the direction of the economic policy of mixing the planned economy with the principle of free economy was set in the early days of the coup, which was accepted in the process of adapting the economic development plan created by the last government. The free economy of the last government had the meaning of clearing the deep-rooted evils such as government corruption under the Rhee Syngman administration, which was the demand of the April 19 Revolution. The coup forces, which advocated the succession of the April 19 revolution, emphasized the liquidation of deep-rooted evils. Therefore, the principle of free economy and state-led economic development could be harmonized for coup forces such as Park Chung-hee. In light of the basic position of the state-led economic development theory of coup forces, economic freedom and respect for creativity mean revitalizing private voluntary mobilization and economic activities within the framework of strong state control. The process of forming the provisions of constitutional economic principles was the work of shaping this economic policy direction already established by the military government into the constitution, so there was no need for a special debate on the content.
