국문 초록

우리나라는 2000년대 이후 인구의 급격한 감소와 저출산, 고령화, 1인 가구의 증가 등으로 전국의 빈집이 130만 채를 넘어서고 있으며, 2023년 현재 인구소멸, 빈집 발생 등의 다양한 문제가 현실화 되었다. 빈집의 방치는 자원 활용의 낭비와 붕괴 등의 안전상문제, 주변미관을 해치며, ‘깨진 유리창 이론’과 같은 심각한 범죄를 야기할 수 있는 가능성이 커진다. 따라서 빈집의 발생원인을 분석하고자 하였으며, 그에 따른 활용방안을 제시하고자 하였다. 빈집 발생 결정요인에서 기초생활수급자 비율(%), 고령화 비율(%), 주택 노후화 비율(%), 입지 편의시설 수(개)는 빈집의 비율과 유의한 양(+)의 관계가 있는 것으로 나타났고, 반면 외부로의 이사 비율(%), 대중교통 접근성 등급(급)은 빈집의 비율과 유의한 음(-)의 관계가 있는 것으로 나타났다. 국내사례나 해외사례를 기반으로 분석한 빈집의 활용방안은 첫째, 빈집을 지역의 특성을 반영한 관광 및 숙박시설로 탈바꿈 하는 것이다. 둘째, 특색있는 다양한 문화공간으로서 활용 하는 것이다. 셋째, 사회적 약자들을 위한 공간으로 활용하는 것이다. 넷째, 외지인이 안정적 으로 정착할 수 있는 공간으로 활용하는 것이다.

영문 초록

In Korea, since the 2000s, the number of vacant houses has exceeded 1.3 million due to the rapid decrease in population, low birth rate, aging population, and increase in single-person households. Neglect of empty houses increases the possibility of causing safety problems such as waste of resources and collapse, harming the surrounding aesthetics, and causing serious crimes such as the ‘broken windows theory’. Therefore, the cause of the empty house was analyzed, and the utilization plan was presented accordingly. Among the determinants of vacant housing occurrence, the ratio of recipients of basic livelihood security (%), the ratio of aging population (%), the ratio of deterioration of housing (%), and the number of convenience facilities in the location (number) were found to have a significant positive (+) relationship with the ratio of vacant houses. On the other hand, the rate of moving outside (%) and the grade of accessibility to public transportation (grade) were found to have a significant negative (-) relationship with the rate of vacant houses. The plan to utilize vacant houses analyzed based on domestic and overseas cases is, first, to transform vacant houses into tourism and accommodation facilities that reflect the characteristics of the region. Second, it is to be used as a unique and diverse cultural space. Third, it is used as a space for the socially underprivileged. Fourth, it is used as a space where foreigners can settle down stably.
