국문 초록

독도는 세계 도서영유권 사례에 비추어 볼 때 군사적 위기까지 초래할 가능성이 있는 전형적인 도서영유권 분쟁의 특성을 지니고 있다. 일본은 이미 안보법안의 정비과정을 통해 유사시 한반도에 집단자위권을 행사할 수 있고, 심지어 한국이 동의하지 않더라도 북한지역에 대한 작전이 가능한 정치적 환경을 조성하였다. 특히 동아시아에서 벌어지는 전쟁게임에서 심각하게 우려되는 부분은 중국과 러시아의 위협에 맞대응하기 위한 일본의 군사력 증강이다. 일본은 중국, 러시아의 위협에 대응하기 위해 군사력을 증강하고 있다지만, 유사시 독도에 투사하지 않는다는 보장이 없다. 일본의 증강된 군사력이 독도에 투사된다면 우리에게는 가장 위협적인 상황이 될 것이다. 한국이 독도방어 작전계획을 수립하고 있다고 하나 작전능력 면에서 일본의 군사력에 비해 매우 부족한 수준이다. 더군다나 이를 검증하고 보완하는 시스템이 부재한 상황이어서 일본의 군사적 위협을 억제하고 유사시에 대비하기에는 역부족이다. 본 논문은 이러한 독도 방어문제를 풀기 위해 영토문제는 힘의 논리라는 현실주의적 인식을 바탕으로 독도에서 군사적 충돌이 발생하였을 경우 독도방어를 위한 한국형 모델을 구상하는 것이다. 이를 위해 한국의 독도 방어전략과 대응 시스템을 살펴보고 일본의 무력공격 시나리오를 분석하고 군사적 위협을 도출하였다. 그리고 포클랜드전쟁 모델을 적용하여 전쟁단계별 군사력을 평가하고 대응방안을 도출하여 독도방어 DKD 모델을 제시하였다. DKD 모델에 적용된 한일 간 군사력 평가는 일본의 단계별 군사적 위협에 대응한 도상 워게임을 통해 분석하였다. 제시한 DKD 모델이 운용되고 정책에 반영된다면 일사분란하고 실효적인 독도관리가 이루어질 것이고, 평화로운 대한민국의 독도 시대가 앞당겨질 것이다.

영문 초록

Dokdo has the characteristics of a typical island territorial dispute that can lead to a military crisis in light of the world's island territorial cases. Japan has already created a political environment in which collective self-defense can be exercised on the Korean Peninsula in case of emergency through the process of overhauling the security bill, and even if South Korea disagrees, it can operate on the North Korean region. In particular, a serious concern in the war game in East Asia is Japan's military build-up to counter threats from China and Russia. Japan is building up its military capabilities to counter threats from China and RussiaHowever, there is no guarantee that they will not project to Dokdo in case of an emergency. It would be the most threatening situation for us if Japan's augmented military power was projected onto Dokdo. Although South Korea is developing an operational plan to defend Dokdo, it is far short of Japan's military capabilities in terms of operational capabilities. Furthermore, there is no system to verify and supplement this, so it is not enough to suppress Japan's military threats and prepare for emergencies. To solve this Dokdo defense problem, this paper envisions a Korean model for Dokdo defense in the event of a military conflict on Dokdo based on the realist perception that the territorial issue is the logic of power. To this end, Korea's Dokdo defense strategy and response system were examined, Japan's armed attack scenario was analyzed, and military threats were derived. In addition, by applying the Falkland War Model, the military power of each war stage was evaluated, and countermeasures were derived, and the Dokdo defense DKD model was presented. The evaluation of military power between Korea and Japan applied to the DKD model was analyzed through a war game in response to Japan's military threats by stage. If the proposed DKD model is operated and reflected in the policy, Dokdo management will be carried out in a orderly and effective manner, and the peaceful era of Dokdo in Korea will be accelerated.
