초등돌봄교실에서 아동권리를 바탕으로 한교육환경 발전방안에 대한 고찰

국문 초록

연구목적: 본 연구는 초등돌봄교실의 교육환경의 활용 및 운영실태에 대한 학부모와 교사의 인식을 아동권리적 관점에서 비교 분석함으로써, 아동권리가 실현되는 초등돌봄교실의 교육환경 발전방안을 제시하여 초등돌봄교실의 아동 중심 정책 추진의 기반을 마련하는데 기여하고자 한다. 연구방법: 경상북도교육청 관내 초등학교 10개교의 초등돌봄교실을 이용하고 있는 학부모150명과 초등돌봄교실 담당 경험이 있는 교사 150명이 참여하였다. 회수된 247부 중 유효 설문지 214부를 분석하였다. 설문조사는 2021년 9월 1일부터 2021년 9월 10일까지실시하였다. 분석 방법은 빈도분석, 신뢰도분석, t-검증, 교차분석을 실시하였다. 연구결과: 학부모와 교사 모두 돌봄교실 시설환경에 대한 만족도는 높은 편이나 학부모는다양한 교육활동이 가능한 교구 확보 등 교육활동 측면의 시설환경 개선에 관심이 높았던 반면, 교사는 돌봄교실의 위치와 전용 교실 확보 등 외형적인 시설환경에 더 관심이 많은 것을 볼 수 있다. 아동 의견 반영 및 놀이 환경 구축에 대하여 교사가 학부모보다 우선시하고 있었다. 연구결론: 제4차 저출산고령사회 기본계획의 아동정책의 핵심과제인 아동의 기본권에대한 보편적 보장을 달성하기 위하여 초등돌봄교실 교육환경 면에서 학부모와 교사 양측모두의 의견을 균형 있게 수용함과 동시에 아동권에 기초한 초등돌봄교실 정책의 비전이 마련되어야 함을 시사한다.

영문 초록

Purpose: This study aims to contribute to laying the foundation for the promotion ofchild-centered policies in elementary care classes by comparing and analyzing theperceptions of parents and teachers on the use and operation of the educational environmentof elementary care classes from a child rights perspective. Methods: 150 parents using elementary care classes at 10 elementary schools in theGyeongsangbuk-do Office of Education and 150 teachers with experience in elementary careclasses participated. Of the 247 copies collected, 214 copies of the valid questionnaire wereanalyzed. The survey was conducted from September 1, 2021 to September 10, 2021. As forthe analysis method, frequency analysis, t-verification, and cross-analysis were performed. Results: Both parents and teachers were highly satisfied with the facility environment of thecare class, but parents were interested in improving the facility environment in terms ofeducational activities, such as securing teaching aids for various educational activities, whileteachers were more interested in the location of the care class. Teachers prioritized thereflection of children’s opinions and the establishment of a play environment over parents. Conclusion: This suggests that in order to achieve universal guarantee of children’s basic rights,which is the core task of the 4th Basic Plan for Low Fertility and Aged Society, both parentsand teachers should be balanced in terms of the educational environment of elementary careclasses.
