국문 초록

이 논문은 탈북자가 한국으로 입국하고 생활터전을 잡아 정착에 이르기까지, 그들이 한국의 시민으로 적응하고 경험하면서 느끼는 문제점과 해결과제를 중심으로 이 연구의 논의를 전개한 데 있다. 한국 내 탈북자의 처리문제와 해결방안은 정부, 지방자치단체, NGO, 일반 시민 모두가 탈북자에 대한 관심으로부터 시작되고 완성된다는 것이다. 따라서 그동안 정부 주도의 탈북자 정책에서 벗어나 정부를 포함한 지방자치단체나 NGO 및 시민들의 참여 속에 실제 탈북자의 한국생활에 걸맞는 정책, 즉 탈북자 위주의 새로운 정책 패러다임을 찾는 노력이 필요한 것이다.

영문 초록

This dissertation is developed the discussion of this research in the center to the problem point and solution subject where it to feels adapted and experienced with the citizen of this Korea of them until reaches the defecter from North Korea enters toward Korea and it catches a fixation. The control problem and solution plan of the defecter from North Korea inside Korea are started and completed from the interest all regarding the defecter from North Korea including the government, the local self-governing group, the NGO, and the private citizen. Accordingly it means that the effort which namely defecter from North Korea putting first searches a new policy paradigm is necessary.
