분단국 체제이탈자 문제와 비무장지대

국문 초록

분단국 시절 동독 정부는 동독 주민의 동독 탈출을 막기 위해 동서독 경계선을 강화하고 불법 탈출자에 대한 총기 사용도 허용하였다. 그러한 동독의 노력은 동독체제의 단기적 안정을 가져다주는 것처럼 보였었지만, 변하지 않는 동독체제하에서의 그러한 노력은 오히려 동독 주민의 대거탈출을 야기시켰고 궁극적으론 동독 체제의 붕괴에 일조하였다. 동서독 간의 경계선 봉쇄만으로 동독인의 동독 탈출을 막지 못했다. 남북한의 경계선은 현재 철저히 봉쇄되어 있으며, 따라서 현재 북한을 탈출하는 주경로는 중국이다. 북한체제를 이탈한 북한 주민의 최종 종착 희망지는 남한이 많을 것이고, 특히 대거 탈출과 같은 비상사태의 경우엔 비무장지대(DMZ)가 주요 경로일 가능성을 배제하지 못한다. 이 글은 DMZ의 북한체제 이탈 경로 가능성과 비상상태를 대비한 DMZ 개편안에 대해 검토한다.

영문 초록

Just after the Berlin Wall was built on August 13, 1961, the number of people who fled the German Democratic Republic(East Germany) decreased drastically. Some GDR cadres called the wall as an anti-Fascist protection rampart while they called the 13th of August 1961 as the founding day of the GDR. The wall at the border as well as some orders to shoot, however, did not work in the finals. There was so massive exodus of refugees from the GDR in November 1989 that the GDR regime collapsed. The Korean DMZ may or may not be similar to the border between the GDR and the FRG(Federal Republic of Germany). Since the Korean DMZ is the most heavily fortified border over the world, only a few people have succeeded in crossing the border. At the current situation, China is the most frequent route for fleeing North Korea. In the future contingency, however, the DMZ may be one of major routes for fleeing North Korea because South Korea is preferred to China. This paper discusses how possible to cross the DMZ at the current situation as well as how to remodel the DMZ for any future contingencies.
