국문 초록

2007년 2월 13일 베이징 제5차 6자회담 3단계회의에서 ‘919공동성명을 위한 초기 조치’, 즉 ‘213 합의’가 도출되었다. 이 같은 결과는 물론 북한과 미국의 ‘전략적 선택’이 있었기에 가능한 것이었다. 이 ‘213 합의’는 2005년의 919 공동성명 이후 북핵 폐기를 위한 최초의 구체적인 이행합의로서 그간 ‘말 대 말’ 차원에 머물러온 6자회담을 ‘행동 대 행동’ 차원으로 끌어올리는 지침으로 작용할 것이다. 그럼에도 불구하고, 북한으로부터 완전한 핵 포기를 이끌어내는 데는 상당한 시일과 노력이 필요할 것으로 판단된다. ‘213 합의’는 북한의 미래 핵개발 방지를 위한 초기 조치와 그 보상 조치만 규정하고 있을 뿐 과거 및 현재 핵무기에 대해서는 외면하고 있기 때문이다. 본 논문에서는 ‘213 합의’의 주요 내용을 분석하는 한편, 그 각각에 대한 과제를 검토해 보고, 이 합의의 진행을 지연시키고 있는 BDA 문제를 살펴보면서 향후 전망을 해보고자 한다.

영문 초록

On February 13, 2007, the landmark 2·13 Agreement, namely 'Initial Actions for the Implementation of the 9·19 Joint Statement,' was produced at the 5th Six-Party Talks in Beijing. It was, of course, possible by strategic choices of North Korea and the US. This Agreement means the first substantial implementation agreement for dismantlement of the North Korean nuclear weapons since the 9·19 Joint Statement in 1995 and it is expected to function as a guiding principle to upgrade the Six-Party Talks, which has remained as a mere 'talk,' into the level of substantial 'action.' Nevertheless, it is estimated that securing a complete dismantlement of North Korea's nuclear facilities will require considerable time and efforts, because the 2·13 Agreement stipulates just the initial actions and compensations to prevent North Korea's future nuclear development without regulating her already possessed nuclear weapons. Based on an in-depth analysis on the main contents of 'the 2·13 Agreement,' this paper examines our future tasks for each provisions and forecasts the future development which is entangled with the issue of BDA.
