국문 초록

본 연구는 2006년 10월 9일 자유와 평화를 염원하는 전 인류의 반대와 경고에도 불구하고 감행된 북한 핵실험 이후의 우리 정부의 대북정책의 방향을 탐구하고 있다. 현 단계 북한의 핵실험은 한반도는 물론이고 동북아시아 및 세계안보질서에 사활적 의미를 부여하고 있다. 북한의 핵무기문제가 해결되지 않고서는 어떤 경우라도 한반도에서의 평화를 논하기 어렵다. 현재 한반도 안보정세는 핵실험 이전과는 비교하기 힘들 정도로 급변하고 있다. 미국이 북한에 대한 압박정책에서 벗어나 북한과의 협조정책으로 전환하여 한반도의 평화체제 구축에 정책지향을 두고 있다. 핵실험 이전과 완전히 달라진 정세변화이다. 앞으로 북핵문제의 해결을 두고 관련국가간의 치열한 공방전이 예견되고 있는 실정이다. 이런 상황에서 우리는 민족의 슬기와 지혜를 모아 올바른 대북정책을 통해 우리의 국가목표를 성취해야 할 것이다. 필자가 생각하고 있는 올바른 대북정책의 방향으로서 첫째, 북핵 폐기라는 확고한 원칙을 토대로 한 대북정책을 시행하라는 것이다. 둘째는 보다 신축적이고 탄력적인 다양한 대북협상을 구사하라는 것이고 셋째는 북한의 변화 즉 개방과 개혁을 유도하는 정책방향을 확고하게 하라는 것이다. 네 번째는 우리의 전통적 우방인 미국과 일본과의 공조체제를 강화라는 것이고 마지막으로 한반도 평화협정에 대해 철저한 대비를 해야 한다는 점이다.

영문 초록

This study attends to analyse the direction of our countermeasure toward North Korea after Nuclear Test. Though the international society has objected to North Korea's nuclear test, North Korea has enforced it with a blitz. Now, North Korea's nuclear test has vital meanings keeping peaceful order in the Korean Peninsula and the world. The Korean Peninsula's peace is impossible before settling Now, North Korea's nuclear test. The present situation of the Korean Peninsula's security has taken a sudden turn. The United States is coming into force the new policy-direction(in other words, peaceful system of the Korean Peninsula) toward North Korea. Henceforth, the connecting nations with the North Korea Nuclear's problem shall unfold offensive and defensive battle for settlement of problem. With this urgent situation, We must achieve the national goal through straight countermeasure against North Korea. I think five sorts of countermeasure direction against North Korea. First, our government have to seek to abolish the nuclear's weapon of North Korea. Second, We must make full use of multiple and flexible negotiation strategy. Third, We is firmly to seek the direction of policy toward the reform and opening about North Korea. Fourth, our government must consolidate the co-operation of South Korea-U.S.-Japan. Finally, We have to thoroughly prepare for peaceful agreement on the Korean Peninsula.
