국문 초록

‘동북아 균형자론’으로 불리는 ‘동북아 균형외교 정책’은 노무현 참여정부 5년간의 외교정책의 근간이었다. 정책의 수행은 물론 개념화와 수립에 있어서도 미완으로 끝난 ‘동북아 균형자론’은 아마도 해방이후 처음으로 외교정책의 근간에 대한 일대 논쟁을 불러 일으켰다. 주류 국제정치학자들 대부분은 이 새로운 외교정책 노선에 심각한 우려와 함께 유의미한 비판을 가했고, 참여정부의 전문가들과 일단의 국제정치학자들은 이 같은 정책 전환의 시기적 적절성과 필요성을 여러 측면으로 강변했다. ‘동북아 균형자론’이 개념적, 이론적으로 논리적 정교성을 가지고 있지는 못하다고 해도, 해방이후 한번도 발전적 변화를 모색해본 적이 없는 한국 외교의 현실에서 볼 때 가치 있는 시도였으며, 이를 통해 동북아와 국제정치 현실 속에 처해있는 한국의 위치를 보다 철저히 돌아보게 하는데 기여한 것으로 판단된다. ‘동북아 균형자론’을 비판만 할 것이 아니라, 그 장단점을 잘 따져 이제부터라도 우리의 국익을 보다 체계적으로 설정하고 실용적 수단을 강구해나가는 의미 있는 출발점으로 삼아야 한다. 이런 맥락에서 이 논문은 ‘동북아 균형자론’의 등장과 전개를 정리하고, 그 주요 논쟁점들을 ‘균형자’의 개념과 논리 논쟁, 세계 10위 경제력과 ‘연성권력’ 논쟁, 한미동맹과의 양립성 논쟁의 세 가지로 구분하여 비판적으로 고찰한 후, 이 논쟁의 과정과 내용이 주는 교훈을 결론에서 정리했다.

영문 초록

The Northeast Asia balancer policy, the initiative that South Korea can act as a balancer in Northeast Asia , has been the foundation of Roh administration’s foreign policy for the last 5 years. The policy, however, created the first major controversy over the foreign policy since the Korean independency in 1945 and ended without much achievement in practice or in theory. Most mainstream scholars of international relations raised meaningful criticisms on this new approach to foreign policy, while the other scholars as well as the proponents of the participatory government insisted that the change in foreign policy was necessary and timely. Although the East Asia balancer policy lacks the concrete concept or theory, it deserves some recognition as the first step towards a progress amidst the seemingly unchanging Korean foreign policy and as a chance to revisit Korea’s position in East Asia and the world. Thus, rather than simply criticizing, we should carefully consider the pros and cons of the East Asia balancer policy and take it as the starting point of our discussions about setting a more concrete national goal and finding practical means towards it. In response to this need, this paper documents the emergence and development of the East Asia balancer policy, analyzes the policy’s major issues as three separate controversies-the controversy over the policy’s concept and logic, the controversy over the world's 10th economic power and soft power, and the controversy over the policy’s compatibility with the alliance between South Korean and the United States, and summarizes the lessons from the analysis.
