일본 정치에서의 북한 쟁점

국문 초록

일본은 북한은 단순한 인접 국가의 관계뿐만 아니라 특수한 한반도의 상황과 국제정제와 맞물려 독특한 관계를 형성해 왔다. 일본과 북한의 관계를 이해하기 위해서는 일본과 북한을 둘러싼 국제정치적 관점뿐만 아니라 일본 내에서 북한 쟁점이 어떠한 위치를 차지하고 있는지 알아볼 필요가 있다. 이를 논의하기 위해 본 논문에서는 먼저 북한 쟁점이 대중매체와 여론조사에서 어느 정도로 논의되고 있는지 살펴본다. 대중매체에서 비교적 높은 빈도로 북한 쟁점이 논의되고 있는데 반해 선거 관련 여론조사에서 차지하는 북한 쟁점의 빈도는 그리 높지 않다. 평소 높은 빈도로 논의되는 북한 쟁점이 선거에서 주요 쟁점으로 작용하지 못하는 원인으로 다음을 들 수 있다. 1) 일본의 유권자들이 국가 전체와 관련된 정치적 쟁점보다 자신이 거주하는 지역의 이익과 관련된 지역이익 쟁점을 선호하는 경향이 있다. 2) 공약 연구에서도 전체 공약 가운데 정치 분야의 공약은 줄어들고 자민당의 경우 지역이익을 표명하는 공약의 비중이 높은 것으로 나타난다. 3) 일본의 유권자들이 투표를 결정할 때 정당보다 후보자 개인을 중시하는 경향도 또 하나의 원인으로 들 수 있다. 이러한 후보자 개인을 중시하는 경향은 일본에서 장기간 유지된 중선거구제의 영향으로 볼 수 있다. 중선거구제의 폐단을 막고자 1993년 중의원선거부터 소선거구비례대표병립제를 도입하였으나 여전히 중선거구제로 인한 병폐가 지속되고 있는 것으로 보인다. 4) 그 외에도 북한 쟁점은 유권자 대부분의 의견이 같은 합의 쟁점이라는 점과 5) 중의원선거가 정기적으로 실시되기 보다는 의회 해산에 의한 비정기적으로 행해지는 경우가 많기 때문에 북한 쟁점을 전략적으로 사용하기 어렵다는 한계도 하나의 원인으로 볼 수 있다. 한편, 내각지지율과의 관계에서는 일본 정부가 북한에 대응해 자국민의 안전을 위해 행동을 취한다고 판단할 경우 내각지지율이 증가하는 경향이 보인다. 이러한 경향은 일본 정부가 필요한 시기에 자국민의 안전을 위한 행동을 취함으로써 유권자의 지지를 얻어낼 수 있음을 시사하기 때문에 이를 대북 전략으로 활용할 수 있다. 과거 실례에서도 이를 뒷받침할 만한 선례가 존재한다. 북한에 관한 문제는 단순히 북한과 일본간의 일차적인 문제뿐만 아니라 한반도 및 주변국 간에 복잡하게 얽혀 있기 때문에 일본의 자위대(방위문제) 쟁점, 헌법 쟁점으로 확장에서 살펴보아야 한다. 즉, 선거에서 자주 논의되는 자위대 쟁점과 헌법 쟁점에 북한 쟁점이 연계되어 있기 때문에 북한 쟁점이 후보 선택을 결정하는 직접적인 요인으로 작용하지는 않지만 자위대 및 헌법 쟁점을 통해 간접적인 영향을 미칠 수 있고 이는 역으로 대북 전략으로 이용될 수도 있다.

영문 초록

Japan and North Korea have peculiar relationship in the international politics not just as near countries. It needs to clarify how North Korea issues work in Japanese politics for understanding the relationship between Japan and North Korea. This paper considers first how many the Japanese mass media refers to North Korea issues and Japanese survey data for election treat questions for North Korea. The Japanese mass media mentions to North Korea Issues frequently comparing to other countries, however the questions of survey about North Korea mark a small number. The reason why the questions' number is small follows, differently to the Japanese mass media's high rates of the mention. First, the Japanese voters prefer local issues related to local benefit, to political issues. Second, some pledges studies make clear that the political issues' rate decreases and LDP increases local benefit issues' rate. Third, Japanese voters consider candidates more seriously than party when they decide their votes. The tendency to think candidates more important originate from the medium constituency system kept long time in Japan. Japan changed their constituency system to reform the problems based on the Japanese medium constituency. The same problems, however, continue under a new singe-member constituency system. Fourth, the point that North Korea issues are valence issue which most of voters have the same opinion for a issue, is another reason. Finally, because that the Japanese election opens often irregularly, North Korea issues are limited to manage for electoral strategies. Cabinet popularity shows, however, differently to election. When Japanese government acts for Japanese people with North Korea problem, Japanese cabinet popularity increases. This means that Japanese government can control North Korea issues in Japanese domestic politics as a strategy against North Korea to act something for Japanese people. Some examples show Japanese government use opinion as North Korea strategy. The relation between Japan and North Korea is complicated, because that it is not just mutual business of the two countries and relates many countries around the Korean peninsula. It also connects to Japanese troops issues and the constitutional issues. Often elections discuss with the two issues. North Korea issues usually do not influence on elections directly, however the important point is that North Korea issues relate to Japanese troops and the constitutional issues. North Korea issues can influence on election indirectly and be used as North Korea strategy.
