국문 초록

북한민주화문제는 소위 ‘북한문제’의 해결을 위한 근본문제로 인식되고 있다. 북한민주화문제의 기본성격을 제대로 밝히기 위해서는 북한 및 통일문제에 대한 기본인식을 전제로 해야 한다. 즉 북한정권의 반민주성, 보편적 가치를 지향하는 한반도통일의 지향성 및 민주주의를 기초한 세계사의 방향에 대한 분명한 인식을 가지고 있어야 한다. 북한민주화문제가 갖고 있는 기본성격은 첫째, 북한민주화문제는 북한문제의 최종적 귀결점이라는 것이고 둘째, 남북한 통일의 전제이고 셋째, 북한정권의 진정성을 보여주는 길이고 마지막으로 한반도 및 동북아 평화를 위한 전제라고 할 수 있다. 이러한 기본성격을 지니고 있는 북한민주화문제에 대해서 우리(정부)는 다양한 전략이 필요한데 첫째는 북한민주화문제를 당위의 차원에서 보다 당당하고 의연하게 지속적으로 요구하여야 한다. 둘째는 북한민주화문제에 대한 광범위하고 확실한 사례와 증거를 수집하여 수정을 요구하여야 한다. 셋째, 국제사회와 견고한 공조체제를 구축해야 할 것이다. 넷째, 조건부지원을 통해 북한의 정치범의 석방에 최선을 노력을 경주해야 한다. 마지막으로 이러한 요구조건들이 무산될 경우 북한정권의 붕괴전략에 치밀하고 면밀하게 추진하여야 할 것이다.

영문 초록

This thesis analyses the fundamental character of North Korea's democratization problem and our countermeasuring strategy. The North Korea's democratization problem is appreciated as a basic solution of so-called 'the problem of North Korea'. To investigate the fundamental characters of the North Korea's democratization problem must need the basic premises on the consciousness of the North Korea and Unifcation. That is to say, the researchers must have concrete recognition for the anti-democratic character of North Korea's regime, the directions of Korean unification for universal values and world-wide ways toward democracy. The basic features of North Korea's democratization problem are as follows; First, it is the last concluding part solving so-called 'the problem of North Korea'. Secondly, it is the precondition of the Korean reunification. Thirdly, it is the way for the Authenticity of North Korea's regime(in other words, Kim Jeong-Il regime). Finally, it is premise of the peace for the Korean peninsular and Northeast Asia. Then what is our government doing? Our government needs multiple strategies for the solving of the North Korea's democratization problem. Above all, we must desire improvement on North Korea's anti-democratic actions with firm evidence
