오바마 행정부 시대 남북관계 변화 및 대북정책방향

국문 초록

김정일은 이미 핵을 보유한 지위를 이용해 미국 등과 수교하면서 체제유지 및 경제적 지원을 이끌어 내고, 내부적으로는 선군사상을 좀 더 구체화하는 동시에 김정일 이후를 대비하는 후계체제 구축 작업을 은밀히 진행해가고 있다. 이에 대해 미 오바마 정부는 북핵문제를 일괄타결 방식으로 접근하면서 북한이 이에 응할 경우 경제적 보상 및 미·북 관계 개선이라는 보상과, 듣지 않을 경우 징벌(안보리 결의, 테러지원국 재지정, 금융제재)의 리스트를 가지고 대응해 가고 있다. 북한이 핵을 완전폐기하기 까지는 유엔안보리의 대북 결의를 적용하면서 북·미양자 회담과 6자회담 틀 내에서 해결하려 한다. 따라서 우리의 대북정책 방향을 다음 몇 가지로 제시했다. 첫째, 우리정부는 북핵문제를 한·미동맹과 다자협의(6자회담)를 통해 해결한다. 특히 한.미 당국은 북핵 문제에 있어서 플루토늄(Pu) 및 우라늄 농축 프로그램(UEP) 등 모든 핵 프로그램에 대한 사찰 폐기를 포기해서는 안 된다. 둘째, 우리 정부는 전시작전권의 환수를 계기로 국방개혁 2020의 추진으로 자주국방의 기틀을 마련하고 한·미상호방위조약을 중심으로 한 대북 군사력 억지력을 확보함과 동시에 통일 이후도 미군이 한반도에 주둔하면서 지역안정 세력으로 남도록 한다. 셋째, 민주화 추진 및 문화 종교단체들을 통한 종교자유를 유도하고, 나아가 이산가족, 납북자 및 국군포로 문제 해결 등 인권문제를 지속적으로 제기한다. 북한 내 종교의 자유를 촉진하기 위해 각 종교단체들의 선교활동을 지원하는 일이다. 넷째, 북한의 급변사태에 대한 총체적 대응이다. 급변사태는 김정일 신변문제 발생 ⇒정권붕괴 ⇒체제붕괴 ⇒국가붕괴로 이행될 수도 있고 혹은 동시적으로 전개될 수 도 있다. 그러므로 북한 내부의 소요사태로 인한 남한으로의 전쟁상태(남침)의 확산을 방지하는 일, 대량탈북 난민들의 수용관리 문제, 북한 대량살상무기들의 안 전한 관리, 북한 붕괴과정에서 주변강국들의 개입 등에 대한 철저한 대비를 통해 역사적 통일의 기회를 잡는 일이다.

영문 초록

Kim Jong-il is secretly preparing the post Kim Jong-il era through his successor taking advantage of the position as nuclear-weapon state in relations with foreign countries like USA. He pulls out the economic support externally and materialize the military first ideology internally. On the other hand, Obama approaches to North Korean nuclear issue with a package settlement and suggests the economic reward and improvement of relations of North Korea and USA when North Korea accepts it, but reacts with the list of penalty(resolution of UN Security Council, rename as rogue nation, economic sanction) when North Korea doesn't cooperate. In this context, this study is to suggest several directions when South Korea deals with North Korea. Firstly, the South Korean government finds the solution of North Korean nuclear issue through the six-party talks and ROK-USA alliance. Specially, the authorities of ROK and USA should not give up all kinds of nuclear program inspection including plutonium and Uranium Enrichment Program(UEP). Secondly, ROK should establish the foundation for 'National Defence Reform 2020' upon the redemption of the OPCON(Operational Control) and secure the military deterrent against North Korea centering the ROK-US Mutual Defense Agreement as well as remain the US military in Korean peninsular after the unification as the local balance power. Thirdly, ROK should lead the democratization through cultural and religious organizations and raise the human right issues such as dispersed family, kidnapped, and war prisoner. To accelerate the religious liberation in North Korea is to support the missionary activities of various religions. Lastly, ROK should prepare the sudden change of North Korea. When some change is made to Kim Jong-il and his conditions, it can lead to the collapse of the regime, furthermore to that of state. All these could also happen simultaneously. Therfore the thorough preparation such as accommodation of massive refugees, safe control of WMD(weapons of mass destruction), and the intervention of neighboring powers in the process of breakdown of North Korean regime.
