국문 초록

오늘날 북한 체제의 정치적 특징과 문화예술의 체제 내에서의 기능 등을 고려할 때 일인독재의 사회주의체제가 유지되는 동안에는 문화예술의 이론 및 정책에 있어 근본적인 변화는 없을 것으로 전망된다. 하지만 김정일의 선군정치가 전면적으로 구현되어 나가는 시대적 요구로 개혁과 발전이 강조되고, 이러한 정치적 사회적 변화가 문예 부문에 직·간접적인 영향을 미치면서 북한의 문화예술 동향에도 과거와 다른 흐름이 보이기 시작했다. 북한의 공식적인 문화예술의 이면에는 체제 선전이나 다른 사회공리(功利)적 목적을 추구하기 위한 도구가 아닌 생존을 위한 처절한 본능과 고통의 문화와 예술이 자생적으로 움트고 있었다. 이러한 이중적 문화예술의 발전이 북한 문화예술의 부인할 수 없는 현실임에도 불구하고 북한 정권은 이면(裏面) 문화예술 부문을 공식적인 문화예술의 영역에 포함시키지 않고 있다. 북한의 문화예술은 다른 보편적인 국가와 달리 문화예술이 심미적 추구에 현실에 바탕을 두고 있지 않고 이념과 체제의 수호에 목적을 두고 있기 때문이다. 사회의 지배적 가치와 이념을 전시(展示)하기 위한 의도적 목적의 예술이나 문화가 아닌, 북한 주민들의 삶과 애환을 반영하는 자생적 문화와 예술은 남북 화해와 협력을 위한 소중한 자산이다. 북한 주민들 현실 생활을 보여주는 이면(裏面) 문화예술을 이해하는 것은 남북 문화 융합과 문화 교류를 원활하게 함으로써 남북한 주민이 진정한 마음의 통일을 이룰 수 있는 초석이 될 것이다.

영문 초록

Considering its political status and function of art and culture, there will be no fundamental change in the ideology or the policies of art and culture unless Kim Jung-Il’s government collapses. However, North Korea’s recent socio-economic changes toward reform and opening have directly and indirectly influenced its art and culture. As a result, there has been a change its art and culture. The grass-root art and culture covering the survival and pain of ordinary people have developed underneath the official art and culture. North Korea authority, nor surprisingly, does not appreciate this type of art and culture in its official policies. As it can be seen in , a definition of art has changed along with the political change of North Korea. The definition of North Korean art with the most ideological color is that of the 1970s and the 1980s. During this period, the idolization of Kim Il-Sung and hisson, KmJung-Il, was being regularized, and every theory was interpreted based on KimIl-Sung’s “Instructions”. Hence, the definition of art and culture could not be consistent. North Korean art is not perceived as the creation derived from real life, but a means to an intended purpose. Every type of official art, such as “Arirang (a grand-group gymnastics performance)”, music, dancing, or theater is monopolized by the state. Moreover, using art as an official means of power is a crucial factor that widens the discrepancy between North Korea’s superficial art and culture, and the unseen art and culture. North Korean citizens have developed unofficial, self-generating art and culture that are free from ideology or social system. Unlike Pyongyang’s official exhibition art and culture, they have nurtured by the real experiences of the North Korean people. The address and complexity of contemporary North Korea’s art and culture can be grasped by studying the statements of refugees who had experienced and witnessed the real life of North Korean ordinary people. And this will become a stepping stone to merge and exchange culture, and to pursue true unification of two Koreas.
