국문 초록

이 글은 중국의 대외정책 특히 그 한반도정책을 검토하고 남북한 통일문제가 국제사회에서 본격적으로 논의될 때 중국이 어떤 영향을 미칠 것이며 한국은 이에 어떻게 대응해야 하는가를 논의하려는 것이다. 중국의 내외정책은 2020년까지 높은 수준의 소강사회를 건설한다는 국가적 목표를 실현하기 위하여 화해사회건설을 대외적 명분으로 내세우면서 국력신장과 평화적 환경유지에 맞추어져 있다. 중국의 강대국부상과 통일적 다민족국가건설의지는 중화주의의 부활에 대한 경계심을 불러일으킨다. 중국의 국력은 하드파워와 소프트파워의 양 측면에서 성장하고 있으며 아직 세계적 패권에 도전하기에는 부족하나 아시아의 패권을 확립하기에는 충분한 힘을 축적해가고 있다. 중국의 한반도 정책기조는 한반도의 평화와 안전유지, 대화와 타협을 통한 자주적 평화통일지지 및 한반도의 비핵화 지지인데 현실적으로 이는 한반도 현상유지, 완충지대로의 북한의 유지, 북핵문제에 대한 소극적 태도로 나타나고 있다. 한국은 중국이 북한핵문제해결에 진정으로 도움을 줄 수 있다는 미망에서 빨리 벗어나야 한다. 중국은 통일문제에 있어서 한국이 원하는 방향으로 통일이 되는 것을 원하지 않으며 따라서 북한에 대한 경제 및 기타 지원을 통해 현상유지정책을 추구하고 있다. 또한 중국은 북한이 자산이 되기보다는 감당하기 어려운 짐이 된다고 판단할 때 북한의 정권변화 등을 위해 북한문제에 개입할 수 있다. 또한 북한 급변사태에서 자국의 이익을 지키기 위하여 군사적 개입을 포함하여 어떤 형태로든지 북한에 개입할 수 있다. 한국의 대응책은 첫째, 한국의 통일의지와 목표를 명확히 하고 통일에 대비한 준비체제를 본격화하며, 둘째, 북한급변사태에 대비하며 이를 위해 헌법의 영토조항을 유지하고, 셋째, 무역의 다변화와 안보동맹으로 한중간의 비대칭성을 극복하려는 노력을 기우려야 한다.

영문 초록

The purpose of this study is to examine the China's foreign policy including her Korean policy and South Korea's proper response to it to achieve her national unification goal. “The basic objectives of the China's foreign policy center on safeguarding national independence and state sovereignty, and creating an international environment favorable to its reform, opening and modernization efforts” for its “Peaceful Rise to Great-Power Status”. China's rise to great power and her ethnic groups policy based on a united multi-ethnic state formula generates a sense of alarm among great powers as well as surrounding countries. Her national power is on the rising in terms of hard power and soft power alike, still weak to compete with U.S hegemony but enough to be new Asian hegemonic power. The main focus of China's policy towards Korean peninsular has been to maintain peace and security of the region, to support their independent, autonomous unification efforts through dialogue and compromise, and to support the denuclearization of the Korean Peninsula. In reality, China has been seeking to maintain the status quo in the peninsular, to protect North Korea as a buffer zone, and to be half-hearted stance on the North Korea's nuclear development problem. China also does not seem support South Korean unification effort. She does not want the Korean peninsular unified by South Korea, thereby rather supports the status quo in the peninsular. China may intervene in the North Korean internal politics when she feels it not the asset but a heavy burden. In the case of a sudden change in North Korea, there may be a China's intervention including military one in the North Korean Affairs. To deal with the China's Korea policy, firstly, South Korea has to make clear her unification goal and will, and to be well prepared for the unification in the near future. Secondly, South Korean government has to make preparation for the sudden change in North Korea including firmly maintaining the territorial clause of her Constitution. Finally, she must continue her efforts to overcome the asymmetry in the relation between the two countries by diversifying her export markets and strengthening her alliance with the western powers.
