국문 초록

열악한 북한 인권 상황은 반드시 개선되어야 하는 중대한 문제다. 그렇지만, 정부 차원에서 볼 때 이 문제는 남북한 관계라는 보다 냉철한 국가이익과 한민족 이익의 관점에서 접근되어야 한다. 한국과 한민족은 경제와 안보의 양면에서 다가오는 위기에 직면해 있다. 향후 세계 경제와 그 속의 한국 경제의 위상은 낙관적이지 못하며 한반도 주변의 안보 상황도 위기로 치달을 가능성을 지니고 있다. 이런 예측 속에서 정부가 택해야 하는 정책 방향은 일차적으로 ‘남북한경제공동체’의 형성과 ‘남북연합’의 추진이다. 그러므로 인권 문제는 NGO가 중심이 된 국내와 국제의 시민사회에 맡기고, 정부는 경제 협력을 적극적으로 추진하여 상호 이익의 영역을 확대하고 신뢰를 쌓아 정치와 안보 협력의 단계로 나아가야 한다. 보수 정권이든 진보 정권이든 정부가 추구해야 하는 가장 중요한 목적은 안보와 경제의 국가이익이다. 인권 문제의 중대성을 무시해서가 아니라, 엄중한 국가이익 앞에서 이는 다른 차원의 과제가 되어야 한다.

영문 초록

Although human rights in North Korea must be rapidly improved, when South Korea deals with the issue, the government should prudently assess its national interest and the interest of the Korean people in the entire peninsula. In this regard, one should note that Korea is likely to face economic and security crises, the former resulting from a worldwide economic stagnation and a rapid burgeoning of China's competitiveness as an economic power, and the latter resulting from the rise of China and Japan as military superpowers based on huge economic wealth. An effective way to overcome this forthcoming crisis is to form an economic community between the two Koreas and to promote their reunification in the near future. Therefore, the South Korean government should let domestic and international civic societies handle the North Korean human rights issues while the government handles the North-South Korean relations to expand mutual interest and build mutual confidence. In the conclusion, this paper suggests that the South Korean government, conservative or progressive, should focus on the national interest for the economy and security without letting the human rights issue intervene with its relations with North Korea. The importance of human rights issue should not be discounted, but neither should it outweigh the gravity of national interest.
