국문 초록

북한인권문제는 인류의 보편적 가치의 실현이라는 측면에서 해결하지 않으면 안 되는 당위적 과제라고 하는 데에는 이견이 없다고 할 수 있다. 그러나 문제는 인권문제는 항상 정치적인 문제와 결부되어 나타나고 있다는 점에서 인권을 정치적으로 해결하려는 측면에서 문제의 소지가 있다. 북한인권문제에 대한 주변 국가들의 관심에 대해서 북한은 체제의 붕괴와 고립을 위한 술책이라고 주장하면서 북한인권문제에 대한 관여를 북한의 내정간섭으로 규정하고 있다. 한국의 북한인권문제에 대한 견해도 보혁갈등, 남남갈등으로 인하여 극단적인 시각이 존재하면서 첨예한 갈등관계를 가지고 있어 북한인권문제 해결에 도움이 되지 못하고 있는 실정이다. 본 논문에서는 북한인권문제에 대해 한국과 북한의 시각에 대한 비교 연구로써 남북한이 북한인권문제에 대한 인식적 차이점을 분석하고자 한다. 비교연구의 목적은 남북한의 시각적인 차이를 분석하여 상호 이질적인 측면을 강조하는 것이 아니라 차이를 극복할 수 있는 해결책을 찾아가는 것이라고 할 수 있다. 따라서 북한인권문제 해결을 위한 남북한 공통적 시각이 무엇인가를 찾아보고자 하는 의도와 동기에서 출발하였다. 본 논문에서 제기되는 문제는 보편적 가치인 인권에서 출발하여 북한인권문제를 현황과 개선하기 위한 자료로써 활용되기를 기대한다.

영문 초록

North Korea is currently a society where respect for human rights has yet to exist. Human rights cannot co-exist with absolutism of the Great Leader. Only the Great Leader has absolute human rights; all others are simply his vassals. An individual's fate and human rights belong not to the individual but to the Great Leader. How can the right to oppose the absolutism of the Great Leader exist in a society where the highest moral value is dedicating one's body and soul to the Great Leader? No matter how much the Great Leader and his agents infringe on the people's human rights, it is considered acts of blameless morality. North Korea, no one can question the Great Leader's behavior or his agents' infringement of human rights. When we talk about 'human rights,' we usually think of social and political freedoms such as the freedom of speech and freedom of political participation. But human rights refers to 'the right to live as the common owner of one's society.' There is no human right more important than the right to life. Above all else, a human being must be guaranteed the basic conditions to feed, clothe, house and support himself in order to survive. So the most basic of human right would be the right to avail oneself to the above conditions for basic survival.
