한국 지방정치엘리트의 도덕적 자질

국문 초록

지방자치가 온전하게 뿌리를 내리기 위해서는 법·제도적 기반이 마련되어야 할뿐만 아니라, 지방정치엘리트들이 지역민들로부터 도덕적 자질과 전문적 능력에 있어서 신뢰를 받아야 한다. 다산 정약용이 수령이나 아전 등 조선시대의 지방관료들이 도덕적 자질과 전문적 식견인, 실무능력을 갖출 것을 강조한 것은 지방의 정치공간에서 백성을 위한 정치행정이 제대로 이루어져야 한다는 것을 시대적 과제로 인식하였기 때문이다. 이러한 인식은 오늘날 한국의 정치상황에도 적용될 수 있다. 다산의 목민관론은 크게 두 가지로 요약할 수 있다. 첫째, 사회경제적 질곡과 궁핍 속에서 신음하던 백성들을 구제하기 위해서는 지방관들의 도적적 자질과 전문능력이 필요하다. 둘째, 이러한 구제책은 법제도적 장치가 마련되어야 하나, 그것은 긴 시간을 요하기 때문에, 그에 앞서 지방관들의 자기수양을 통한 도덕적 윤리를 확립하는 것이 필요하다. 이와 같은 목민관론의 핵심은 [공직자윤리법], [공직선거법], [청탁금지법] 등의 적용을 받는 오늘날의 공직자들에게도 절실하게 요구된다. 이러한 법제의 규제를 받고 있는 현재의 공직자들의 비리, 부정, 위법 행위가 여전히 근절되지 않고 있는 것이 현실이기 때문이다. 지역민들의 삶을 제고하고 지역발전을 모색하기 위해서는 미래 지향적 비전과 현실적인 정책대안들이 필요하다. 그러나 그 전에 지방의 정치공간에서 지역민들의 신뢰와 정치적 권위를 확보하기 위해서는 지방정치엘리트들이 부정부패의 늪에 빠지지 않도록 도덕적 자질을 갖추는 것이 무엇보다도 중요하다. 이러한 맥락에서 지방정치엘리트들의 리더십과 관련하여 다산이 [목민심서]에서 제기하는 여러 가지 교훈들은 지방정치엘리트들이 보편적 가치로서 받아들여 실천하는 노력이 필요하다.

영문 초록

For local autonomy to take root properly, legal and institutional bases should be established and regional political elites should secure credibility from their locals. The reason Dasan Jeong Yak-yong stressed local bureaucrats in the Joseon Dynasty should equip themselves with moral qualities and professional qualifications to address practical tasks is that he recognized as a then contemporary task political administration for people in the provincial political space should be rightly carried out. This recognition can be applied to today’s political situations in Korea. Dasan’s Mokmin(the mind of governing the people) idea is epitomized into the following two points. First, in order to salvage people groaning in socioeconomic fetters and poverty, local public officials need moral qualities and expertise. Second, as this measure can be executed on the basis of legal and systematic apparatuses for a long time, local government officials have to establish moral foundation through self-discipline. It is imperative for present-day public officials who must obey the Public Service Ethics Act, the Public Official Election Act and the Improper Solicitation and Graft Act (Kim Young-ran Act) keep essential features of Mokmin idea. Because irregular, corrupt and illegal practices contemporary public officials under these regulations perpetrate are not eradicated yet. For the purpose of improving locals’ lives and pursuing regional development, future-oriented vision and realistic policy alternatives are needed. But above all, it is more important than anything else for local political elites to equip themselves with ethical qualities in order to secure locals’ trust and political authority and not to fall into the mire of corruption and irregularities. In this context, local political elites need to make every effort to receive and practice lessons of Mokminsimseo(The Mind of Governing the People) as universal values in relation to the leadership.
