국문 초록

본 연구의 목적은 정조의 개혁정치에 나타난 리더십의 본질을 규명하려는 것이다. 정조는 당시 조선이 직면하고 있는 위기상황을 인식하고, 이를 해소하기 위한 개혁정치를 단행하였다. 정조는 그의 통치이념인 성왕론(聖王論)을 바탕으로 왕권을 강화하며, 탕평정책을 통해 기존 기득권 질서의 해체와 통합을 추진하였다. 또한 정조는 사회경제적 개혁으로 백성들을 위한 조선의 변화를 도모하였다. 정조가 추진한 개혁정책은 조선 후기 현실을 정확히 진단하고 처방함으로써 가능한 것이다. 정조는 조선 후기의 위대한 성군으로 기억되고 있는데, 이는 그가 시대적 상황을 극복하려는 진정한 정치리더십을 보여주었기 때문일 것이다. 정조는 당시 정치사회의 역동적인 변화와 대내외적 도전과 위기 상황 속에서, 이를 극복하기 위한 진단과 처방 및 동원의 정치지도자로서의 자질을 보여주었으며, 여기에 소통하는 리더십을 발휘한 것이다. 정조의 정치리더십은 지도자로서 자질과 시대정신의 소통에 바탕하고 있다. 정조가 보여준 지도자로서의 자질은 경장대고를 통한 시대 진단과 탕평책을 활용한 정치통합의 처방 및 민의를 반영한 개혁정책으로 백성들의 지지를 동원하는 능동적인 주체로서의 역할에서 보여주고 있다. 더불어 정조는 리더십을 발휘하는 전반적인 과정에서 시대정신을 반영한 소통하는 지도자로서의 입장을 견지하고 있다. 정조의 리더십은 위기에 처한 조선을 바로 세우는 작업이었으며, 이는 개혁정책들로 등장하였다. 정조는 개혁을 두려워하는 붕당세력들을 해체하고 통합하여 대동의 정치를 추구하였으며, 사회경제적 위기를 극복하기 위한 근대적 개혁정책을 단행함으로써 소통하는 시대정신을 구현하려 하였다.

영문 초록

This study aims at elucidating the nature of the leadership in King Jeongjo’s reformative politics. King Jeongjo executed reformative politics to resolve political, societal and economic crises after he recognized them. The King buttressed royal authority on the basis of Sage King(Seong-Wang, 聖王) doctrine and push forward dissolution of the established order and integration through Tangpyeong(Impartiality) policy. In addition, King Jeongjo tried to transform the Joseon Dynasty into a kingdom for the people by means of socio-economic reforms. Those reform policies Jeongjo promoted were made possible by correctly prescribing after diagnosing the reality of the late Joseon Dynasty. King Jeongjo is remembered as a great sage monarch because he displayed genuine political leadership to overcome the situations of his time. He showed the qualities of a political leader including diagnosis, prescription and mobilization to overcome domestic and foreign challenges and crises as well as dynamic changes in the contemporary political society. On top of them, he also demonstrated leadership with communicative competence. King Jeongjo’s political leadership was based on attributes of a leader and communication of the zeitgeist. The leadership attributes he demonstrated were positive dimensions such as the diagnosis of the contemporary situations with Kyeongjangdaego, the prescription of political integreation through Tangpyeong policy and the mobilization of people’s support by means of reformative policies reflecting the will of the people. Besides, King Jeongjo held his ground as a communicative leader reflecting the zeitgeist through the whole process. King Jeongjo’s leadership was executed to rectify the Joseon Dynasty and displayed as reform policies. He dismantled partisan powers who were afraid of reforms and integrated them in pursuit of politics for Great Harmony(大同) and tried to embody a communicative zeitgeist by implementing modern reform policies to overcome socio-economic crises.
