대중국 주요 수입품목의 글로벌 공급망 취약성 분석

국문 초록

미·중 무역 갈등 심화, 중국 주요 도시의 봉쇄 등에 따라 중국발 공급망 위협이 확대되고 있다. 이러한 국제정세의 변화가 한국 경제에 미치는 타격을 최소화하기 위해서는 중국에 대한 수입의존도를 낮추고 공급망을 선제적으로 다변화할 필요가 있다. 본 연구는 대중국 수입의존도가 50% 이상인 한국의 주요 수입품목에 대해 글로벌 공급망 취약성을 분석하고, 이를 토대로 공급망 재편성 방향을 논의하였다. 주요 결과로 첫째, 공급망 취약성의 세 가지 지표 간 약한 상관관계가 성립한다. 둘째, 대중국 수입의존도와 공급처 다변화 수월성, 국산화 역량이 총체적으로 취약해 공급망 안정화의 우선순위가 높은 품목은 주로 원자재와 소비재에 해당한다. 셋째, 중국을 대체할 공급처로 소비재와 자본재 수입에 있어서는 베트남이, 원자재 수입에 있어서는 일본의 영향력이 크다. 공급망 다변화에 있어 재화 및 대체 수입국의 특성을 고려해 잠재적 공급망 위험요인에 대한 지속적 모니터링, 전략적 국제협력, 중장기적인 국산화 역량 강화 등의 전략을 선별적으로 적용할 필요가 있다.

영문 초록

Risks in the supply chain originating from China are expanding due to the intensifying trade conflict between the US and China and the blockade of major Chinese cities. In order to minimize the impact of the supply chain disruption on the Korean economy, it is necessary to reduce the import dependence from China and diversify the supply chain. This study analyze the vulnerabilities of the global supply chain for Korea's major import items, which are more than 50% dependent on imports from China. Major findings are: first, there is a weak correlation between the three indicators of supply chain vulnerability. Second, items with high priority for supply chain stabilization due to high dependence on imports from China, difficulties in diversifying suppliers, and weakness of localization capabilities are mainly raw materials and consumer goods. Third, as a supplier to replace China, Vietnam has a great influence on imports of consumer goods and capital goods, while Japan has a great influence on imports of raw materials. The optimal strategy for diversifying supply chain, such as monitoring of the potential risk factors, strategic international cooperation, and strengthening localization capacity, may vary by country, type of goods, and time frame.
