사회재난 대응 방역물품의 물류·유통 방식 다양화에 관한 연구

국문 초록

국내에서는 미세먼지, 코로나19 등 사회재난 관련 인명피해가 꾸준히 발생하는 상황으로 피해 규모를 최소화하기 위해 사회재난 발생 초기 방역물품 관련 어려움에 직면한 국민에게 관련 긴급공공재 비축 및 물류·유통하는 것은 매우 중요한 상황이다. 사회재난 종류별로 특화 및 공통된 성격의 긴급공공재가 존재하지만, 개별적 성격의 각개각론의 물류·유통 방식보다는 공통으로활용이 가능한 다양한 물류·유통 방식의 검토가 필요한 것으로 보인다. 본 연구는 팬데믹 등의 사회재난 발생 초기를 대비하기위해 과거 약국, 우체국 등의 공적판매처 이외에 적용가능한 필수적 긴급공공재 물류·유통의 다(多)방식을 검토해 유사사례 발생초기에 적용가능한 국민 편익 증진하는 정책대안 및 법제도 개선사항을 도출하였다. 연구방법으로 코로나19 초창기의 방역물품물류·유통 방식의 문제점을 검토한 후 파이썬 크롤링(Python Crawling) 분석을 통해 방역물품의 생산량 및 가격, 공급 및 수령방법 등의 개선 필요성을 검토하고 소비자 관점에서 정책대안을 도출하였으며, 이용자 설문조사와 실제 분석 가능한 예비타당성조사 지침의 편익 항목들을 적용해 각각의 대안별 편익을 분석하였다. 최종적으로, 코로나 등의 유사 사회재난 발생 초기에 방역물품의 물류·유통 방식 다양화를 위해 ｢마스크 및 손소독제 긴급수급조정조치｣내 택배 수령, 통장 및 공무원을 통한 배부, 대형마트·편의점 수령 등 다(多) 물류·유통방식의 개정·신설 방안을 제시하였고 향후 대안 실현을 통하여 팬데믹 등을 포함한 유사사회재난 상황에서 국민의 보건건강, 생명 안전성 등이 증진될 수 있기를 기대한다.

영문 초록

With social disaster-related casualties such as fine dust and COVID-19 occurring steadily around the world, it is very important to stock up, logistics and distribution related emergency public goods to the public facing difficulties related to quarantine supplies to minimize the amount of damage. There are specialized or common emergency public goods for each type of disaster, but it seems necessary to review various logistics and distribution methods that can be used in common rather than logistics and distribution methods of each individual theory. The purpose of this study is to review various methods of essential emergency public goods logistics and distribution in response to social disasters in addition to public retailers such as pharmacies in the past to derive policy alternatives and legal system improvements. After reviewing the problems of the logistics and distribution method of quarantine goods operated in Korea as a research method, Python Crawling was used to review the need to improve the production and price, supply and receipt method of quarantine goods, and policy alternatives were derived from a consumer perspective. The benefits of each alternative were analyzed by applying the benefit items of the user survey and the preliminary feasibility study guidelines that can be analyzed. In order to diversify the logistics and distribution methods of quarantine supplies, various logistics and distribution methods such as delivery, distribution through public officials, and receipt of hypermarkets and convenience stores were comprehensively proposed
