국문 초록

본 연구는 사회적 재난으로 인한 노동시장 위기 상황에서 고용지위가 변화 한 집단의 소득감소 경험과 긴급지원 수급 실태 분석에 목적을 두고 있다. 코 로나19 전후로 종사상지위의 변화를 추적하였고, 내부노동시장에서 외부노동 시장으로 이동을 경험한 사람들을 고용지위가 하락한 집단으로 분류하였다. 동시에 고용지위가 상승한 집단과 외부노동시장에서 지위를 유지한 집단, 내 부노동시장에서 지위를 유지한 집단을 비교집단으로 설정하였다. 프로빗 분 석을 실시한 결과, 고용지위가 하락한 집단이 다른 집단에 비해 소득감소를 경험할 가능성이 더 높게 나타났다. 그러나 고용지위가 하락한 집단은 국가나 지방정부가 제공한 여러 형태의 긴급지원제도에서 수급 가능성이 다른 집단 에 비해 더 낮았다. 이러한 결과를 토대로 고용지위가 악화된 집단이 긴급지 원의 사각지대에 놓이게 될 가능성이 높음을 지적하며, 긴급지원제도의 개선 방향을 논의하였다.

영문 초록

This study aims to analyse the experience of income decrease and the entitlement of the Emergency Relief Packages for the group with occupational changes under the labour market crisis along with a social disaster in Korea. Individuals' job changes before and after COVID-19 were tracked, and those who experienced shift from the internal labour market to the external were classified as a group with occupational downgrading. At the same time, a group with occupational upgrading, a group maintaining their employment in the external labour market, and a group maintaining their employment in the internal labour market were also designated as comparative groups. A series of probit regression analyses revealed that the group with downgrading was more likely to experience a loss of income than other groups. However, this fragile group was less likely to receive the emergency aids provided by the government than other comparative groups. Based on these results, it addressed that there is a high possibility that those who occupationally downgraded might be placed in a blind spot for the emergency aids. This led to policy implications that the policy efforts should be made to improve the emergency relief packages.
