가족친화제도 운영과 여성의 장기근속 영향요인 분석

국문 초록

본 연구의 목적은 가족친화제도의 실제적 운영 형태와 여성의 장기근속에 영향을 주는 요인들과의 관계를 실증적으로 분석하는데 있다. 구체적으로 가 족친화제도 제도도입과 운영의 측면에서 일가정 양립과 분리의 형태로 가족 친화제도를 구분하여 여성과학기술인력의 장기근속에 미치는 영향을 분석하 였다. 분석을 위하여 한국여성과학기술인육성재단에서 실시한 여성과학기술 인력 활용실태조사 통합데이터를 활용하였다. 분석결과 일가정 분리형태의 가족친화제도는 여성의 노동시장 이탈을 최소화하고 장기근속을 하게 하는 반면, 일가정 양립형태의 가족친화제도는 장기근속에 영향을 미치지 않았다. 따라서 가족친화제도에 대한 공급자의 시각이 아닌 수요자의 시각에서 제도 운영과 제도의 실제적 활용을 고민할 필요가 있는 것이다. 제도운영의 효과성 을 고려하여 일과 가정에서 장기근속이 가능한 입체적인 제도적 지원이 필요 하다는 점을 시사한다.

영문 초록

The purpose of this study is to empirically analyze the relationship between the actual operation form of the family-friendly system and women's long-term employment. The effect on long-term tenure of female scientific and technological personnel was analyzed by classifying the family-friendly system. The integrated data of the survey on the utilization of women in science and technology conducted by the Korea Foundation for Women in Science and Technology Training was used. As a result of the analysis, the family-friendly system of the work-family separation type minimized women's departure from the labor market and allowed long-term employment, whereas the family-friendly system of the work-family balance type did not affect long-term employment. Therefore, it is necessary to think about system operation and practical use of the system rather than the perspective of the supplier on the family-friendly system. There is a need for solid institutional support, so that they can focus on each other but do not quit the organization.
