중국의 국제평화활동 추진동향과 시사점

국문 초록

최근 동북아 안보상황은 러시아-우크라이나 전쟁 장기화, 중국과 대만의 갈등고조, 북한의 핵무력 법제화 등 다양한 안보이슈로 불확실성 및 불안정성이 보다 심화하고 있다. 글로벌 안보환경의 변화와 함께 국제연합은 국제평화활동의 실효성을 보장하기 위해 2018년 안토니우 구테흐스 사무총장 취임 이후 새로운 평화유지구상(Action for Peacekeeping)과 디지털 전환 전략(Strategy for the Digital Transformation of UN Peacekeeping)을 추진하고 있다. 한편 중국은 아프리카 지역을 중심으로 유엔이 주도하는 평화유지활동(PKO)에 적극적으로 참여하여 국익을 증진하고 있으며, 국제평화에 책임있는 대국으로서 국가이미지를 제고하고 있다. 최근 중국의 對 유엔 기여도는 급격히 증가해왔으며 현재 세계 2위의 재정기여, 세계 10위의 병력공여국이 되었다. 특히 유엔이 추진하고 있는 평화유지구상, 디지털 전환 전략과 연계된 다차원 국제평화활동을 추진하며 국제사회에서의 위상을 강화하고 있어 한국군에 시사하는 바가 크다. 기존의 논의들은 탈냉전 이후 중국의 국제평화활동 역사와 참여정책 변화, 발전전략 등을 국가 내부적인 요인들을 중심으로 고찰하였으며, 최근 유엔이 추진하고 있는 평화유지구상, 디지털 전환 전략 등과 연계된 논의는 다소 미비한 실정이다. 따라서 본 연구에서는 최근 중국이 추진하고 있는 국제평화활동의 추진동향을 다차원 사례연구로 분석하여 제도적·조직적·기술적·규범적 차원에서 시사점과 함의를 도출하였다. 이를 통해 최근 유엔이 지향하고 있는 패러다임과 연계하여 중견국의 일원으로서 글로벌 거버넌스에 기여하기 위한 한국군의 국제평화활동 발전방향을 모색하였다.

영문 초록

The recent security situation in Northeast Asia has intensified uncertainty and instability due to various security issues such as prolonged Russia-Ukraine war, escalating conflict between China and Taiwan, and legislation of North Korea's nuclear power. Along with changes in the global security environment, the United Nations(UN) has been promoting a new Action for Peacekeeping(A4P) and a Digital Transformation of UN Peacekeeping since Secretary-General Antonio Guterres took office in order to ensure the effectiveness of international peace operations. Meanwhile, China is actively participating in peacekeeping operations(PKOs) led by the United Nations in the African region to promote its national interests and enhance its national image as a large country responsible for international peace. China's recent contribution to the United Nations has increased sharply, making it the world's second-largest financial contributor and the world's 10th largest military donor. In particular, China is strengthening its status in the international community by promoting multi-dimensional international peace operations linked to the U.N.'s Action for Peacekeeping and digital transformation strategies, which have great implications for the Korean military. Previous studies have examined China's history of international peace activities, changes in participation policies, and development strategies after the post-Cold War, and discussions related to Action for Peacekeeping and digital transformation strategies recently promoted by the United Nations are somewhat insufficient. Therefore, in this study, the recent trend of international peace operations promoted by China was analyzed as a multi-dimensional case study to derive implications at the institutional, organizational, technical, and normative levels. Through this, the direction of the development of international peace operations of the Korean military was sought to contribute to global governance as a member of the middle power in connection with the recent paradigm of the United Nations.
