국문 초록

한·중·일(CJK) 3국은 역사 문제의 갈등으로 미래지향적인 협력 관계를 형성하는 데 어려움을 겪고 있다. 이는 일본의 겐론(Genron NPO)과 한국의 동아시아 연구원(East Asia Institute) 그리고 일본의 겐론과 중국의 영점 연구 컨설팅 그룹(Horizon Research Consultancy Group)에서 공동으로 조사한 한·중·일 3국 시민들의 의식 조사 결과에서 잘 나타나 있다. 이런 의미에서 본 연구는 일본군위안부, 영토 분쟁, 역사 교육 등과 같은 역사의 갈등을 어떻게 이해하고 효율적으로 관리를 할 것인지에 대한 방법론적 해법을 제시하고 있다. 무엇보다도 한·중·일 3국이 갈등이 증폭되고 긴장이 심화되면, 이들을 효율적으로 관리하기 위해서 공정한 언론보도, 효과적인 네트워크 제도화, 적극적인 지방정부 협력의 중요성을 해법으로 제시하고 있다. 이러한 해법은 한·중·일 3국이 제도화된 협력을 강화하고 역내의 안정과 발전에 기여할 것이다. 특히 본 연구에서는 한·중·일 3국의 공동 역사 교과서 발간의 필요성, 동아시아 정체성과 상호 신뢰 구축, 동아시아 지역 내 교류 프로그램, 한·중·일 3국 협력사무국(TCS) 역할 등을 통해 실질적인 협력 방안을 제시하고 있다.

영문 초록

China-Japan-South Korea (CJK) trilateral cooperation has been subject to historical challenges in the recent years which have restrained development of the relationship between the three countries. Interviews with citizens of the three countries reveal that historical conflicts are the main influence on CJK trilateral cooperation. This paper focuses on how historical issues, including issues pertaining to comfort women, territorial disputes, and the divergence of historical education on the same topics, can be managed. The effectiveness with which tensions can be managed may facilitate detection of historical concerns, managing issues, and connecting the three countries and citizens through advocacy for fair media reporting, effective network institutionalization, and active cooperation with local governments. This paper provides solutions for reinforcing the CJK partnership. It highlights the need for history textbooks compiled by scholars from the three countries, establishment of an East Asian identity and mutual trust, East Asia intra-regional exchange programs, and redefining the role of the Trilateral Cooperation Secretariat (TCS).
