도교육청 지원 전문적학습공동체 운영 사례 연구

국문 초록

최근 지역교육청에서 전문적학습공동체를 적극적으로 지원하는 정책을 확산하고 있다. 이 연구는 J도교육청에서 지원하는 전문적학습공동체에 참여한 교사들의 인식을 구체적으로 파악하기 위하여 2,855명의 자유기술형으로 응답한 내용과 20명의 면담 기록을 분석하였다. 주요 분석 결과는 다음과 같다. 첫째, 전문적학습공동체의 계획 검토 결과 학교 현장에서 ‘전문적학습공동체’로 받아들이는 개념의 범위가 너무 넓어 혼돈스럽다. 둘째, 전문적학습공동체의 핵심인 자발성에 의한 참여 동기가 약하다. 셋째, 학생의 배움과 성장을 최우선으로 하는 전문적학습공동체이지만 학습내용이 수업 현장에 적용하기에는 연계성이 낮다. 넷째, 전문적학습공동체 정책이 단기간의 너무나 많은 공동체를 참여시키는 데 중점을 두고 추진되었다. 다섯째, 전문적학습공동체 참여를 통해 학교운영, 수업, 학생 관리 등에서 긍정적 경험을 하였고, 구성원간의 소통하는 기회를 제공받았다. 여섯째, 활동과정에서 구성원 또는 학교의 지원에 어려움이 있고, 심리적·물리적으로 시간이 부족하였으며 특히 교사, 학교장, 교육청이 전문적학습공동체 정책에 대한 기대의 차이가 크게 나타났다. 마지막으로 정책의 지속가능성에 대한 다양한 평가와 대안을 모색하였으며 이러한 연구결과를 토대로 ‘정책의 지속적 추진’과 ‘명확한 정책한 대한 가이드라인’ 제공을 제안하였다.

영문 초록

Recently, regional educational offices have actively promoted several policies to support professional learning communities of teachers. The purpose of this study was to identify the teachers’ perceptions of participating in the professional learning communities supported by J provincial office of education in Korea. To this end, we analyzed 2,855 free-answer responses and 20 interview records. The results of the analysis are as follows. As a result of the review of the plan of the professional learning community, the scope of the concept that the professional learning community accepts in the school field is too wide and confusing. There is a weak motivation for voluntary participation in professional learning communities. The learning content of the professional learning community is not connected to the school site where as the professional learning community policy focused on short-term quantitative expansion. To put more, the participants in the professional learning communities provided opportunities for communication among members in school operations, classes, and student management. On the other side of their positive experiences, they were also suffered from some difficulties in supporting the members or the school during the activities due to lack of time. Furthermore, teachers, principals, and school boards revealed different perspectives on their expectations of professional learning community. At the end, the author put some suggestions related with the provision of ‘continuous policy’ and ‘guidelines for clear policy’.
