국문 초록

주택은 신축되어 공급되면 기간이 경과함에 따라 노후화되어 수선과 대수선, 또는 증축을하게 되고, 주거 기능을 상실하면 재건축 등을 위해 건축물로써 주기를 마친다. 매년 증가하는 노후주택은 물리적으로 유지보수 비용을 증가시키고 효용을 감소시킬 뿐만 아니라 사회적으로 주거지를 슬럼화하여 안전과 범죄에 취약한 환경을 만들며, 주거 기능을 상실한 빈집으로 변해간다. 한편 노후주택에 대한 대표적인 개선방식은 대수선과 리모델링, 재건축·재개발이 있으며, 최근 가용택지 감소로 신규주택 공급이 어려운 상황에서 기존 자원을 활용한 리모델링이 부상하고 있다. 본 연구는 2001년 리모델링 법제화 이후 논의되었던 공동주택 리모델링에 대한 이론과 선행연구를 살펴보고, 현황과 사례를 분석하여 그동안 활성화가 안 된 공동주택 리모델링 문제점인 신축에 기반을 둔 인허가 절차와 수직증축에 대한 과도한 규제, 거주세대 간 다양한 의견수렴 어려움, 비용부담에 대한 갈등, 기반시설 부족에 따른 주거환경 악화에 대한 개선방안을 제안하고자 한다.

영문 초록

Epaired　or expanded. If the housing function is lost, the cycle is completed as a building for reconstruction. Old houses、which increase every year, not only physically increase maintenance costs and reduce utility, but also socially slum the dwelling to create an environment vulnerable to safety　and crime, increase the number of vacant houses that have lost their housing function, and are vulnerable to earthquakes. On the other hand, representative improvement methods for old houses are major repairs, remodeling, and redevelopment of reconstruction, and in a situation where it is difficult to supply new houses due to the recent increase in the structure of the population such as an increase in single-person households, improvement of housing supply rate, and reduction of available land, it is obsolete by utilizing existing resources Remodeling is emerging as a new way to improve old　houses. Accordingly, this study examines the theories and previous studies on apartment remodeling discussed after the remodeling legislation was enacted in 2001, analyzes the current situation and cases, and proposes improvement measures for the problems of apartment remodeling that have not been activated so far.
