초창기 재가복지사업의 등장과 이론적 배경에 관한 연구

국문 초록

본 논문은 1980년대에 시작된 초창기 재가복지사업이 어떠한 이론을 근거로 형성되었는지 그 형성배경을 살펴보는 것을 목적으로 작성되었다. 우리나라에 재가복지사업이 형성되고 그 이론적 배경이 된 근거는 영국에서 시작된 탈시설화 이론과 커뮤니티 케어 이론이 근거가 되었다. 또한 우리나라 보다는 20여년 빠르게 영국의 커뮤니티 케어 이론을 도입 적용한 일본의 재택복지(우리나라의 재가복지) 이론이 많은 참고가 되었다. 이상에서 우리나라 초창기 재가복지사업이 형성된 배경을 분석하면서 얻은 시사점은 다음과 같다. 첫째는 일본에서 영국의 커뮤니티 케어 이론을 도입 적용한 일본의 재택복지이론이 우리나라 재가복지사업 이론 형성에 도움이 되었다. 일본에서는 커뮤니티 케어 이론을 도입하면서 커뮤니티 케어와 재택복지 두 가지의 전문용어를 함께 사용했다. 커뮤니티 케어란 지역사회를 중심으로 좀 더 넓은 의미의 지역사회를 포함하는 사업으로 전개되었다. 그러나 재택복지란 좀 더 좁은 의미의 복지로 대상자의 서비스를 전개하는 의미로 사용되기 시작하였다. 둘째, 한국의 경우는 초창기에 일본에서 사용하는 재택복지(在宅福祉)라고 하는 용어를 사용하지 않고 재가복지(在家福祉)라는 용어를 사용하기 시작했다. 우리나라의 경우는 커뮤니티 케어를 넓은 의미의 재가복지라는 용어 보다는 지역사회복지의 한 개념으로 사용하기 시작 일본과는 다르게 접근하였다. 그러다가 2018년에 들어오면서 보건복지부에서는 ‘커뮤니티 케어’를 돌봄(Care)을 필요로 하는 주민들을 위한 포괄적인 사업으로 전개하기 시작했다. 셋째, 이상과 같이 한국의 초창기 재가복지사업의 도입하는데 가장 기여를 한 단체는 1987년 설립된 한국노인복지회(초대회장 조기동)이었다. 그 후 한국의 재가복지사업은 1992년 재가복지사업에 관한 운영지침 제정, 1997년 서울시 가정도우미의 시범사업, 2008년 시작된 노인장기요양보험제도에 의해 요양보호사 자격제도가 시행되면서 점차적으로 확대되어 나갔다.

영문 초록

This paper is intended to examine how early home-care services background was formed which began in the 1980s. The formation of home-care services in our country and its theoretical basis are based on the deinstitutionalization and community care theory which has originated in the United Kingdom. In addition, Japan’s theory of home welfare (home welfare in Korea), which introduced and applied the British theory of community care more than 20 years earlier than in Korea, has become a popular reference. The implications obtained from analyzing the background of the formation of the domestic welfare project in the early days of our country are as follows. First, the Japanese zaitaku home-care theory introduced and applied the British theory of community care in Japan which has helped to form the zega home-care theory in Korea. Community care theory was introduced using the terminology of both community care and home-care together in Japan. Community care has evolved around the community as a business that includes a community broad. However, home-care began to be used in the sense of deploying the services of the subject in a narrower sense of well-being. Second, South Korea began to use the term zega home-care in the early days without using the term zaitaku home-care used in Japan. Korea approached community care differently than in Japan, where it began to use community care as a community welfare concept rather than as a term for home welfare. In 2018, the Ministry of Health and Welfare developed ‘community care’ into a comprehensive initiative for residents. Third, Korea’s earliest home care service was Help Age Korea found in 1987, the main contributed organization. By 1992, Korea’s home-care service has gradually expanded with the operating establishment guidelines for Home-Care Services, the pilot project of the Paid Home Helper in Seoul in 1997, and the implementation of the Paid Home Helper Qualification System by Long-Term Care Insurance which began in 2008.
